Agriculture Program Manager/Team Leader, Implementing the GMS Core Agriculture Support Program Phase II (CASP II)

We are currently planning for the upcoming Implementing the Greater Mekong Subregion (GMS) Core Agriculture Support Program Phase II (CASP II), for which AECOM intends to submit a proposal. Regional cooperation in agriculture in the GMS is guided by the (CASP) implemented by the GMS Working Group on Agriculture (WGA) and supported by the ADB and other development partners. The vision of CASP II is for the GMS to be recognised as a leading producer of safe food, using climate friendly agricultural practices, and integrated into global markets through regional economic corridors.
AECOM is currently undertaking a worldwide search for a Team Leader role for the CASP II.
The Team Leader will provide leadership for the CASP by ensuring the technical excellence of work programs while ensuring all work programs contribute to national and regional priorities within the scope of the policy requirements. The position will ensure technical programs are planned in terms of contributing to change management through an institutional influence context and delivered in terms of mainstreaming within the context of enhancing climate friendly agriculture and rural development goals of each country and ADB.
Supporting national level institutional development including governance strengthening through the WGA National Secretariat Supporting Units and supporting the collaboration and communication programs is key to this role, as well as ensuring operational and administrative systems provide accurate and timely management information.
To be successful in this position you will have:
at least a master’s degree or equivalent qualification in agriculture or related fields
solid experience in the agriculture sector or agricultural programs across the Asia Pacific
significant regional Program management experience, with the ability to lead dispersed teams
experience in strategic planning and implementation, including policy development
adequate experience in implementing projects in the GMS
sound and practical knowledge in relevant fields in Southeast Asia
strong interpersonal and communication skills
knowledge of ADB’s safeguard, good governance, anticorruption policies, guidelines and procedure is preferable
