Search for Common Ground (SFCG) is an international non-profit organization that promotes peaceful resolution of conflict. With headquarters in Washington, DC, SFCG’s mission is to transform how individuals, organizations, and governments deal with conflict - away from adversarial approaches and toward cooperative solutions. SFCG seeks to help conflicting parties understand their differences and act on their commonalities. With a total of approximately 700 staff worldwide, SFCG implements projects from 56 offices in 35 countries, including in Africa, Asia, Europe, the Middle East, and the United States.
Search for Common Ground in South Sudan has been operating since 2014. SFCG is implementing a multi-pronged project aimed at contributing to encouraging tolerance and peaceful coexistence, and reducing violence. SFCG in South Sudan has a team of approximately 10 personnel, with an office based in Juba and programming in seven states. SFCG uses a range of tools to implement conflict transformation and peacebuilding, including radio, television, participatory theatre, mobile cinema, comic books, joint action projects, training, public forums, and arts and culture events, among others.
Search for Common Ground continues to prioritize Design, Monitoring & Evaluation (DM&E) as essential to organizational learning. As an agency, the Institutional Learning Team and country programs are upgrading techniques, skills, and expectations in the area of DM&E to further improve our ability to design, monitor, conduct and evaluate intelligent, effective and meaningful programs and to demonstrate change beyond the level of activity implementation and towards meaningful impact within the context of South Sudan and SFCG program that has been active since 2014.
Summary of Position
SFCG is seeking a DM&E Coordinator who would lead efforts around design, monitoring, and evaluation in the South Sudan program. S/he would work closely with the Regional DM&E Advisor, South Sudan staff, and project partners to implement the baseline, conduct regular conflict scans, tracking project monitoring data, and ensure documentation of results. S/he would be a member of the senior management team, contributing to SFCG’s overall strategy and implementation in South Sudan. S/he would report to the Country Director.
Responsibilities
The DM&E Coordinator will be dedicated to the following responsibilities, liaising daily with different project coordinators to meet their specific DM&E needs. The DME Coordinator will be the primary person responsible for coordinating the research, design, monitoring and evaluation, and organizational learning efforts of SFCG projects conducted in South Sudan.
Responsibilities include, but are not limited to:
· Create and implement project logic frameworks, indicators, targets, data collection tools, M&E plans
· Provide timely, quality support and coaching to project coordinators and support them in meeting specific DM&E requirements and to accurately report progress against deliverables;
· Contribute to identify and synthesize good practices and lessons learned.
· Coordinate and manage external evaluation contracts and teams;
· Maintain a database to ensure all program outputs and results are accurately recorded and coordinated to inform program staff;
· Assist Project Coordinators in providing monthly and quarterly reports on all activities, outputs and relevant outcome indicators to the Team Leader and ILT;
· Assist with creating an overall Knowledge Management strategy
· Meet regularly with SFCG South Sudan staff to review progress of projects against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning;
· Work with UNICEF and other partners to ensure that their tracking tools are used appropriately and data collection has maximum value for the partners;
· Participate in and contribute towards internal evaluation processes;
· Work with the Regional DM&E Specialist to provide support and guidance to the different projects in the development and implementation of their M&E work plans;
· Be directly engaged in the continuing development of the organisation, its mission and its staff, through the sharing of experience and knowledge;
· Contribute to design, monitoring and evaluation with new project development and proposal development;
· Complete all other tasks as required.

Minimum Qualifications
Essential:
- Minimum of three (3) years of work experience in a civil society or NGO setting
- At least one (1) years of field-based data collection and analysis experience
- At least one (1) year of work experience in design, monitoring, and evaluation methodologies
- Bachelor’s Degree in a related area required
- Knowledge of logical framework and results framework planning and evaluation methodologies, and the ability to coach and train others in their use
- Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships
- Strong commitment to values in data based decision making, transparency, community empowerment, methodological rigor, and program learning
- High standards of integrity, professionalism, and impartiality
- Able to work independently and effectively in a team environment
- Detail-oriented and highly organized, with a proactive approach
- Ability to multi-task and work to meet tight deadlines
- Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers
- Excellent ability to communicate effectively in English, both verbally and in writing; Fluency in Arabic and other languages spoken in South Sudan would be desirable
· Ability to travel within and outside of South Sudan

Highly Desirable:
· Prior experience as a trainer
· Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation
· Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/post tests.
· Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants
· Experience working internationally and specifically in conflict/fragile state environments
· Knowledge of data analysis software (e.g. SAS, SPSS)
