Norwegian People’s Aid (NPA) South Sudan is an International Non-Governmental Organization which is involved in humanitarian, relief and long-term development cooperation in South Sudan.
NPA’s Food Security and Livelihood (FSL) Program is currently implementing Emergency Response Projects.
FSL wishes to recruit a highly competent, proactive and self-driven person to fill the positions of
Team Leader- Emergency Expert based in Pigi & Mathiang.
Purpose of the Position
The position is responsible for the field level overall planning, coordination and implementation of Emergency Response intervention and Recovery Strategies i.e. Food Assistance (GFD, FFA, CFA, FFE, BSFP, etc.), NFI, Shelter and Basic recovery activities including access to livelihoods startup kits.
Duties and Responsibilities
A. Development of Project Documents:
• Initiate and facilitate analyzing key situations and planning processes within ER and donor partners in line with FSL Emergency response strategy.
• Facilitate the development of project proposals through the provision of technical expertise using standard formats in close cooperation with staff, counterparts, community representatives, and donor agencies.
• Establish appropriate implementation targets with clear monitoring and evaluation indicators
• Facilitate the preparation of realistic project budgets in accordance with the donor and NPA requirements.
• Prepare time bound project documents once proposals are approved
B. Project Management & Implementation:
• Establish, monitor and support the project teams in ensuring effective and efficient implementation of projects towards achieving the desired results;
• Ensure that project objectives are met to the desired level;
• Support development of projects and respond to the rapidly-changing situations;
• Provide regular updates and internal reporting, using standardized tools and formats such as the Project Management Framework;
• Timely submission of progress and evaluation technical reports (quarterly, bi-annual or otherwise specified and as per the donor requirement). This will include the collection of accurate data on project outputs and results as per set objectives, supported by appropriate information and analysis;
• Responsible for accountability and transparency in the implementation of approved budgets, ensuring that all expenditures (imprest, salary/incentive payments and others) are presented properly and timely;
• With the support of the Head of Office and team members, work to manage logistics, finance and administrative aspects of the project in accordance with the laid down rules & procedures;
• Ensure adherence to the humanitarian principles & mainstreaming of environment, Gender, Protection and accountability to the beneficiaries.
C. Supervision & Technical Backstopping:
• Supervision of Field Monitoring team in ensuring that activities are implemented in accordance with approved plans;
• Provide regular technical support, when necessary, to project teams in achieving project objectives and mainstreaming protection and other key cross cutting themes;
• With the support of the Head of Office/HR, recruit and train project implementing teams
• Co-ordination of needs assessment, project evaluations in liaison with the Monitoring and Evaluation Manager and other stakeholders;
• Conduct regular staff mentoring and performance appraisals in order to enhance employee productivity and development;
• Facilitate self-sufficiency for the projects including timely handing over wherever applicable.
D. Facilitation & Coordination of Partners:
• Facilitate local partner identification, analysis, trainings and follow up where applicable.
• Coordinate local partners involved in Emergency response on planning, timely implementation, deliverable targets and financial accountability.
• Prepare and submit partner monitoring reports.
• Conduct partner capacity assessments and initiate /execute capacity building programs for local partners.
E. Liaison and Coordination with other Stakeholder
• Represent NPA in Emergency response meetings, workshops and seminars in the project areas, more specifically in interagency coordination, food security coordination meetings at state and county levels and in all relevant meetings, briefings, and occasions’ at state level.
• Liaise with the counterparts, NGO’s, UN Agencies and other organizations on Emergency response issues and propose new approaches geared towards enhancing impact and synergy.
• Liaison with Local authorities and Relief and Rehabilitation Commission (RRC) and Relief Organization of South Sudan (ROSS) at the field level towards ensuring effective planning and implementation of proposed project activities.
• Facilitation and coordination of programmatic issues as required.
• Responsible for reporting on major organization activities including security.
• Closely work with protection based organizations to effectively mainstream protection issues.
Desired Qualifications, Experience and Skills
• A first Degree in Social Sciences/Development Studies/Agriculture or related fields.
• At least 5 years’ experience in Relief /Humanitarian work preferable on WFP projects.
• Good understanding of the Emergency Response issues, and ability to relate them with NPA’s Food Security and Livelihoods Program.
• Proven experience of working collaboratively and in coalition with other stakeholders to improve coordination and effectiveness of FSL programs.
• Strong Analytical skills, proven proposal writing skills and experience in project fund disbursement control and monitoring.
• Fluency in English both written and spoken (working language) and Simple Arabic is an added advantage.
• Strong interpersonal and excellent organizational skills.
• Computer competency in MS Office or other relevant training, including database is essential.
• M&E qualification and proven experience will be an added advantage.
• Proven ability to lead a team in Emergencies.
• Ability and willingness to work under challenging, conflict prone and stressful conditions.
