Context:

Under the overall supervision of the Programme Manager of the Migrant Assistance Division of the IOM Thailand Office, and the direct supervision of the Project Officer of the EU-funded project “Promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand”, the successful candidate will support the planning, implementation, follow-up, monitoring and evaluation of project activities, in particular with grassroots and community-based organizations, and will be the focal point for the Project’s monitoring and evaluation.

The project will target the continued vulnerabilities and needs of marginalized Myanmar Muslims (including Rohingyas) as well as disadvantaged Thais in host communities located in the provinces of Tak (Mae Sot), Ranong and Phang Nga.

The project activities aim to create stability and harmony by improving living conditions and access to services; standardizing response and care; and creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of this vulnerable group and its host community. Activities will take place in 4 different geographical locations (Bangkok, Mae Sot, Phang Nga and Ranong).

Core Functions / Responsibilities:

  • Support the Project Officer in the planning, coordination, implementation, monitoring and evaluation of project activities, including the timely delivery of annual work plans, annual reports, Standard Operating Procedures (SOPs) and the management of the project’s human resources.
  • Support the organization and coordination of the Project Steering Committee (PSC) activities and lead communication with the PSC to ensure a collaborative relationship with different stakeholders, including taking notes/minutes of Project Steering Committee (PSC) meetings and follow-up action as required.
  • Support in liaison with key national stakeholders including Government agencies, host communities, academic institutions, and civil society organizations as required for the purpose of facilitating understanding of the project among relevant stakeholders and ensuring the successful and timely implementation of project activities.
  • Support the Project Officer in conceptualizing and developing project tools, including a monitoring and evaluation work plan; a project implementation manual and guidelines; a funding mechanism and project guidelines for small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) in accordance with donor procedures and guidelines; Standard Operating Procedures (SOPs);
  • Act as primary focal point for project staff in different geographical locations for Monitoring and Evaluation (M&E); and develop, implement and follow-up on an M&E Plan in close coordination with project staff in Bangkok and in Mae Sot, Phang Nga and Ranong and in accordance with the requirements of the donor.
  • Support a) the development of standardized M&E tools and ensure their consistent utilization across all geographical project locations; and b) the organization of mid-term and final internal evaluations by developing Terms of References and assisting in the selection and contracting of relevant consultants.
  • Act as the primary focal point for project staff in different geographical locations for the Funding mechanism supporting a) small community-based projects in 5 sectors health, legal aid, education, livelihoods, protection assistance to be developed and b) capacity-building support to the Migrant Working Group (MWG), in close cooperation with project staff in Mae Sot, Phang Nga and Ranong and in accordance with donor procedures and guidelines.
  • Provide training for the Field Offices in Phang Nga, Ranong and Mae Sot in monitoring and evaluation to achieve project outcomes and according to the budget and in project management in the context of the Funding mechanism as described above.
  • Assist the Project and Communication Officer in the dissemination of relevant information, including by highlighting best practices implemented in the context of the project.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

  • Thai National
  • University Degree in international relations, political science, social science or relevant field
  • At least three years work experience in monitoring and evaluation in the context of donor-funded projects
  • Experience in managing small grass-root donor-funded grant project and funds
  • Sound knowledge of EU administrative and financial procedures a distinct advantage
  • Strong organizational skills and reliability in time management and schedule organization
  • Ability to work in a multi‐cultural environment and respect of diversity
  • Team work oriented but with a capacity to work independently
  • Good writing and communication skills
  • Computer literate

Languages

Fluency in English and Thai is required.
