Context:
As the leading inter-governmental organization in the field of migration, the International Organization for Migration (IOM) is increasingly called upon by states to assist in addressing complex border management challenges. The Immigration and Border Management (IBM) unit works to provide guidance and expertise to governments aspiring to improve their migration and border management systems and processes. The Document Examination Support Center (DESC) project is one of the IBM unit projects housed at IOM’s Regional Office for Asia and the Pacific in Bangkok. The DESC provides guidance and support in document examination to immigration and border control officials in several countries in the region and thus to combat irregular migration, including people smuggling, human trafficking and transnational crime
Under the overall supervision of the Regional Director (RD) for Asia and the Pacific and the direct supervision of the Senior Regional Immigration and Border Management (IBM) Specialist, the successful candidate will be responsible for supporting the planning, coordination and implementation of the DESC project. S/he will provide regular feedback to the Senior Regional IBM Specialist on progress and performance of all project activities, including goal setting and feedback on problems and the various challenges in the DESC Project as well as other related IBM projects and initiatives as assigned.
Core Functions / Responsibilities:
Manage the Document Examination Support Centre’s (DESC’s) day-to-day operations, including: creating a network of contacts in immigration and border management agencies as well as issuing authorities of travel documents; proactively marketing DESC’s work in the region; responding to queries by frontline officers in immigration and border control in need of DESC’s support; and review, analyse, and share trends from the collected data, information and sample documents with relevant partner governments and agencies.
Develop and design new programmes and projects, in cooperation with IOM missions in the Asia and Pacific Region, relevant governmental authorities, international organizations, as well as partner organizations in the public and private sector.
Develop and design new trainings, training programmes, presentations, workshops and conferences, in coordination with the Senior Regional IBM Specialist and other relevant stakeholders.
Support the development of quality concept papers, presentations, syllabi, training manuals and reports by researching and reporting on information and topics assigned by the Senior Regional IBM Specialist.
Contribute to data collection and analysis; write reports and prepare or edit presentations on Migration, IBM, Identity Management, Travel Documents and related topics. Research or review above mentioned topics to provide technical support for presentations and papers produced by the Regional IBM Unit.
Monitor and coordinate the review, development and endorsement of IBM project proposals and concept notes. Maintain working relationships with the Project Information Unit in Manila, project managers and coordinators and focal points in country missions who implement IBM projects in order to collect status updates and relevant project documentation.
Organize and participate in meetings for the Regional IBM Unit when needed; including the preparation, finalization and dissemination of meeting minutes or notes for file.
Undertake duty travel relating to programme assessments, liaison with counterparts, delivering training modules and/or presentations, participate in working groups and assist with problem solving issues in the region.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Social Science, Human Rights, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience on project development, project management, database management, or project monitoring and evaluation in the field of Migration, Immigration and Border Management or other related technical projects; • Experience in document examination and be able to use applicable examination equipment in a proper way; • Experience working with international organizations, non-governmental or government
agencies preferred; • Sufficient understanding of analysing genuine travel and identity documents and ability to identify the different techniques used in those documents; • Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop with experience of maintaining a website; • Ability to collect and analyse data on IBM topics; • Strong sense of honesty and principles, and commitment to IOM’s work in general and IBM’s services/products in particular.
Languages
Fluency in English is required.
