JOB DESCRIPTION - HEALTH PROJECT COORDINATOR
World Relief South Sudan (WRSS) has been operating in South Sudan since 1998 providing humanitarian assistance to the vulnerable communities affected by the armed conflict and war. WRSS is providing services in primary health care, nutrition, food security and education with the strategic goal to empower the church to serve the vulnerable in South Sudan.
Job Summary
Under the guidance and supervision of the Health Program Manager and in cooperation with the health authorities, health facility staff and beneficiaries, the Health Project Coordinator will be responsible to ensure that WRSS health programs achieve their objectives, improve health outcomes for beneficiaries, are cost effective and sustainable, and conform to WRSS and South Sudan Ministry of Health (MoH) policies.
The Health Project Coordinator will be based in Bentiu, Unity State and will travel to counties that are covered by the project.
SCOPE OF WORK
• Serve as the HPF M&E/HMIS Coordinator for Koch County Health Department. In that role, develop and mentor the Koch County M&E and HMIS staff to build local ownership and management capacity;
• Monitor the quality of services in the health program including adherence to MoH protocols and implement remedial steps to improve quality and adherence;
• Review and evaluate the quality of health information data from each health facility. Monitor data for accuracy of data, appropriateness of treatments, early warning of outbreaks, impact on health outcomes and timeliness of reporting;
• Ensure that all health facilities are providing required reports for the MoH health information system;
• Recruit, interview and hire staff as required to implement the health program, in coordination with the HR department;
• Prepare and manage an in-service training plan for health staff utilizing internal and external training resources;
• Assemble and manage essential reference materials (books, manuals, videos) and make it accessible to health facility staff;
• Manage an annual performance review of health program staff;
• Monitor the status of essential equipment and supplies and ensure timely procurement and distribution to meet the needs of health facilities;
• Monitor the storage, handling and recording of medical supplies and implement remedial steps to avoid losses;
• Monitor the use of medical supplies and equipment and implement remedial steps to ensure adherence to best practices protocols;
• Regularly review and update the process for medical referrals at each health facility location;
• Keep informed of current health guidelines and protocols;
• Participate with the MoH in the development and revision of health guidelines an protocols;
• Maintain contact with beneficiary communities and facilitate a positive relationship between health facility staff and local communities;
• Monitor and facilitate community health education programs at each health catchment area;
• Obtain feedback from local communities to evaluate the effectiveness of health services;
• Submit project and activity reports as required well in time to meet report deadlines;
• Contribute to the design and development of health project proposals based on best practices and incorporating lessons learnt from previous experience;
• Participate in external coordination meetings as requested by line manager;
• Perform other duties and responsibilities as requested by line manager;

MINIMUM QUALIFICATIONS:
Qualification
ESSENTIAL
• BSc Degree/Diploma in Community Health, Medicine or a similar field
DESIRABLE
• Master’s degree in public health or related field
Work experience
ESSENTIAL
• At least four years working experience in a health facility, particularly in a maternal and child health clinic
• Staff management experience
• Two years’ experience within an NGO project setting with ability to oversee activities, knowledge of M&E and excellent report writing skills
DESIRABLE
• Experience with USAID, EU, CIDA, UN Agencies preferred
