1 Background of CBM and Buluk Eye Centre
1.1 About CBM
CBM is an international Christian development organization whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability.
CBM works with partner organizations in low income countries to both develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programs and livelihood opportunities.
Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation.

1.2 About Buluk Eye Centre
Since 2011, CBM is supporting Buluk Eye Centre in Juba, a specialized health facility operating under the Ministry of Health of Jubbek State. Buluk Eye Centre is a key referral centre in South Sudan for both prevention and treatment of eye diseases and conditions. Buluk Eye Centre receives referrals from all the States of South Sudan.
Furthermore, Buluk Eye Centre in Juba operates with a team of qualified public employees including one junior Ophthalmologist, one Cataract Surgeon and five Ophthalmic Clinical Officers.
2 Introduction
The following are the Terms of Reference (‘ToR’) on which CBM Africa East agrees to engage the Consultant Ophthalmologist for Buluk Eye Centre in South Sudan.
This ToR has been prepared solely for the use of the Consultant and CBM Africa East and must not be disclosed to unauthorized persons or organization without the approval by CBM Africa East Regional Office.
3 Aims of the Consultancy
The overall aim of the consultant ophthalmologist will be to technically mentor the junior ophthalmologist (currently appointed as Medical Director) of Buluk but also to provide day-to-day clinical support in managing the increasing workload and needs.
Specifically, the Consultancy core responsibilities will include but is not limited to the following:
Provide medical & surgical eye care services
Perform outpatient consultations
Perform major and minor eye surgeries
Lead and supervise OT to ensure proper theatre procedures & guidelines are in place
Support management of CBM-BEC program
Support the set-up of the new theatre, OPD, patient ward and any other medical facility rehabilitated or built by CBM within BEC.
Support the compilation of procurement list of ophthalmic items and drugs (overseas and local purchasing when possible);
Fulfil CBM reporting requirements in a timely manner
Provide technical advice and support whenever requested
Plan, organize, lead and perform eye care services at outreaches
Plan surgical and non-surgical outreaches
Communicate and organize surgical and non-surgical outreaches
Co-Lead during outreach together with the Medical Director
Perform medical examination and perform eye surgeries
4 Requirements for the Consultant.
4.1 General Principles
By agreeing to these Terms of Reference the consultant confirms that he/she meets the following conditions*:*
· The consultant is a member of a national professional body or institution duly registered as per the laws of the land.
· The consultant is in good standing within its regulatory institution or national body.
4.2 Qualifications, Experience and Team Composition
Qualifications and Experience
· Medical degree (M.D.)or MS completion from a recognized specialty training institution in ophthalmology
· Minimum of 5 years’ experience in ophthalmology practice in developing countries
· Surgical experience – Cataract (MSICS), Glaucoma (mandatory)
· Experience in a VISION 2020 setting
· Active participation in the eye clinic and project management
· Extensive and solid clinical as well as teaching experience and curriculum development
· Good collaboration with partners (CBM and others)
· Computer skills
· English languages skills are mandatory
· Very good management as well as teaching skills
· Intercultural knowledge and sensitivity
· Excellent inter-personal skills
· Ability to motivate people
· Team player and good communicator
· Overseas experience in a developing country is mandatory
5 Scope of Work and Tasks
The consultancy will be performed at Buluk Eye Centre in South Sudan.
The Consultant will inform CBM Africa East as soon as possible about any limitations in the scope of work he/she may find prior to or during the assessment. This may include any attempt by the PARTNER to restrict the scope of the Consultancy, or any lack of co-operation on the part of the PARTNER. The Consultant will consult CBM Africa East Regional Office on what action may be required, whether or how the consultancy can be continued and whether changes in the assessment scope or the timetable are necessary.
The following tasks will encompass the scope of work for the Consultant:
· Provide clinical services (outpatient consultation, perform major and minor eye surgeries) at base center.
· Ensure quality of service by monitoring cataract surgical outcomes (WHO procedures).
· Support and organize case management and patients flow within BEC
· Technically supervise the set-up of the current and new operating theatres, drugs stores, optical services and all other eye care setups within the clinic
· Provide in-house training in skills and procedures to local eye health staff
· Plan, organize, lead and perform medical & surgical eye care services at outreaches
· Contribute towards any Trachomatous Trichiasis surgical and training programs
· Prepare & submit all required narrative and other quarterly reports
· Collaborate with the NTD Unit within the GOSS Ministry of Health and provides technical support under the supervision of the RPM.
· Participate and engage in all activities promoting eye health services and prevention of blindness in BEC and the CES when requested
6 Period of the consultancy
The consultancy will be for a period of 6 months
