Under the supervision of the Head of Development Cooperation and in close cooperation with the International Controller, the local-contracted Controller will be responsible for the following duties:

• Monitors that Sida’s rules and other management processes are followed and gives support and advice in the area of quality assurance, with main focus on financial, internal-control and audit matters; • Advices Programme Officers in analysing partner organisation’s annual financial reports, annual external audits and terms of reference, management letters and management responses, as well as other reviews undertaken relating to internal control, including their follow-up; • Supports the Programme Officers in drafting decisions, contracts and agreements, as well as terms of references for internal control reviews/system audits of partner organizations; • Co-responsible for decisions of funding of partner organisations, which includes assessment of partner organisations’ internal control environment and budget, and the detection of specific risks to be managed during the agreement period; • Assists the international Controller in the elaboration of an annual activity plan and annual report on the Controller work; as well as an annual report on conclusions drawn from partner audits; • Ensures that Sida’s anti-corruption guidelines are known and adhered to by section staff; • Manages Audit Framework Agreement(s) and assists Programme Officers when using this audit instrument by means of call-offs for audit, quality assurance and control. • Participates in Sida’s Controller Network and Departmental Controller meetings in order to contribute to the development of Sida’s Controller function. • Performs other related duties as required. In carrying out the duties, the local-contracted Controller shall closely liaise with the other staff at the Development Cooperation Section, in particular the international Controller and Programme Administrator.

The local-contracted Controller shall take initiatives and assist Programme Officers in partner contacts in order to ensure that financial/audit reporting is made in line with Sida’s agreement conditions.

The international Controller has a split position 50 % between Bangkok and Yangon, while the local-contracted Controller only works for Bangkok. The two Controllers will collaborate closely, while also making a division of labour in agreement with the Head of Development Cooperation.

The work requires an ability to independently perform duties, including taking initiatives and assuming responsibility for the completion and delivery of individual tasks. The work also requires a maximum of 1 -3 duty trips per year, mainly outside of Thailand.
