Context:
The Regional Support Office (RSO) is established to facilitate the operationalization of the Regional Cooperation Framework and to support and strengthen practical cooperation on refugee protection and international migration; inter alia human trafficking and smuggling, border management and other components of migration management including in the asylum context in the Asia Pacific region, within the framework of the Bali Process.
Under the overall guidance of the Regional Director for Asia and the Pacific and under the direct supervision of the Chief of Mission in Bangkok, Thailand and in close coordination with IOM Senior Resource Management Officer, the successful candidate will be responsible for the coordination with IOM Thailand on all administrative, financial, and logistical support needed by the RSO office and to ensure timely delivery of such services.
Core Functions / Responsibilities:
Oversee the office support from IOM Thailand to RSO; liaise with the managers on all RSO office requests and be the focal point for the two RSO managers from the Australian and Indonesia Governments and UNHCR.
Coordinate activities on administrative, financial and logistical matters undertaken under the
RSO framework/agreement.
Act as the liaison person between the RSO and IOM on all administrative matters, specifically those relating to human resources, financial management, logistics and procurement, as well as record keeping arrangements.
Supervise and guide IOM staff assigned to support the RSO office.
Provide financial forecast and monitoring on all RSO projects and advise RSO managers on a timely manner.
In charge of the coordination of all administrative and logistical support for all organized events and conferences.
Assist RSO managers in the preparation of project budgets and staffing plans, taking into account all commitments.
Assist RSO managers in financial reporting on a regular basis.
In charge of the tracking and maintenance of all RSO assets, including all electronic and communications equipment.
In coordination with IOM Thailand SRMO, oversee all security and safety related matters for
IOM and RSO staff operating in the RSO premises.
- Act as a resource management person on all administrative support services to RSO
co-managers.
Brief RSO manager on all IOM financial and administrative management rules and regulations. Make sure IOM set rules and regulations are respected and the Organization is not exposed to risk.
Assist RSO manager in records management related issues.
Assist RSO manager in maintaining appropriate internal controls mechanism to prevent loss of property and fraud. Bring any related issues to the attention of the SRMO.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
Excellent oral and written communication skills including strong professional writing and editing skills, strong public speaking skills and ability to draft, edit and produce effective online communication;
• Strong interpersonal skills and the ability to establish and maintain highly productive working relationships with a range of key stakeholders from government and government sectors and across different countries;
• Demonstrated ability to prioritise, organise and complete work in a timely manner;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages
Fluency in English is required.
