Project Description:

Human trafficking is a global crime that involves the recruitment, transportation, transfer, harboring or receipt of persons through the use of force, fraud, or coercion for the purposes of exploitation. A modern form of slavery, trafficking in persons constitutes a violation of human rights in which victims are deprived of their humanity and basic freedom. This Leader Award is part of a long-term and comprehensive effort by the U.S. Government towards ending human trafficking in Asia by 2030.

The Asia Counter Trafficking in Persons (Asia CTIP) Leader with Associates Award will build upon past and current USAID-supported Counter Trafficking In Persons (CTIP) activities throughout Asia. The Leader Award is an Asia regional activity that focuses on transnational and regional challenges to combat human trafficking. The Leader Award advances regional coordination in Asia and strategically supports USAID CTIP programs throughout the region by strengthening USAID’s understanding of human trafficking, CTIP interventions, and their collective interaction in the region; reinforcing the CTIP evidence base, including improving the quality and usage of empirical data associated with human trafficking; facilitating practical cross-border cooperation between source, transit and destination countries; and developing opportunities for increased leadership by the private sector, among other stakeholders. The objectives may include: 1) reduce the risk of human trafficking, with a focus on vulnerable populations; 2) increase access to support for trafficked persons; 3) improve access to justice and remedies for trafficked persons; 4) strengthen learning around trafficking in persons and interventions; 5) improve coordination and cooperation between source, transit and destination countries; 6) leverage private sector engagement to reduce trafficking in persons in target sectors.

Job Summary / Responsibilities:

  • Leads and directs the development and implementation process for company projects involving departmental or cross -functional teams focused on the delivery of new or existing projects. Plans and directs project schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
  • Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.
  • Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Develops proposals and researches sources for funding projects.
  • Provides guidance and training to managers and staff to achieve project goals.
  • Participates in the strategic development of methods and techniques with executive management.
  • Establishes, serves and maintains partnerships with internal and external stakeholders on project matters.
  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
  • Determination of job level is based on combination of primary and secondary criteria (i.e. Revenue, Headcount, and number of Contracts/Sub- Awards and other factors).

Qualifications:

  • Advanced degree in international relations, social science, political science, or other related field;
  • Minimum seven (7) years of relevant professional experience managing and implementing human rights and similar or related development projects;
  • Demonstrated success in designing, managing, and implementing USAID technical assistance projects;
  • Expert knowledge and understanding of issues related to human trafficking in Asia and the technical aspects of counter-trafficking project design and implementation;
  • Expertise designing and conducting human trafficking a field research; experience interviewing trafficking victims and/or providing direct assistance or legal aid to victims highly preferred;
  • Demonstrated knowledge in gender and development issues, and demonstrated experience and proficiency in managing programs that mainstream gender;
  • Demonstrated drafting and report writing skills; and
  • Demonstrated ability to communicate effectively in English, both verbally and in writing.
