I.Background
Plan International’s Child-Centered Climate Change Adaptation (4CA) program aims to build the awareness of children and their communities about climate change and to empower them to be active participants in adaptation efforts with the overall goal of achieving: ‘Safe and resilient communities in which children and young people contribute to managing and reducing the risks associated with changes in the climate’. The project is now being implemented in its second phase (2014-2016) in Vietnam, Indonesia, Myanmar, and Thailand. During its first pilot phase (2011-2014) the 4CA reached over 15,000 direct beneficiaries from 74 villages and schools across 6 provinces across Vietnam, Indonesia, Thailand, and Lao PDR, with a total budget of USD 1.5 Mio supported by Australian aid. Similar child-centered climate change adaptation projects are also being implemented by Plan and its partners in the Philippines, Nepal and Bangladesh as well as in six countries in Pacific.
In FY15 the 4CA project has received additional co-funding from Plan Spain National Office to explore the feasibility of integrating Renewable Energy and Energy Efficiency into the climate change adaptation project. As a first step three country offices (Thailand, Indonesia, and Vietnam) have undertaken Baseline feasibility studies in the project areas the utilization and potential of RE/EE for the project communities and schools. The studies identified that there is a lot of potential but still lack of understanding by staff, partners, communities and children on RE/EE and its benefits. Hence Plan Asia Regional offices seeks to compile a Practical Manual based on existing RE/EE Toolkits/Manuals but designed in a child-friendly manner.
II.Objective of the TOR
Produce a child friendly easy to understand Manual on the benefits of Renewable Energy and Energy Efficiency for sustainable development and climate change adaptation in poor communities in Asia with practical illustration and examples of appropriate RE/EE technologies and their utilization at the school and community level.
Proposed draft outline:
- Introduction on the benefits Renewable Energy and Energy Efficiency for sustainable development and climate change adaptation in Asia taking into account Plan’s child centered community development approach. Should include a text box on how the 4CA project can be specifically a benefit from RE/EE.
- Illustration and short child friendly explanation on the science behind RE/EE
- Overview of different RE/EE options and technologies and their application for the use at school and community level in Asia in the 4CA framework. This should include a rough cost-benefit analysis of some of the most widely used RE/EE technologies and case studies. The focus should be on rural communities but 1-2 example of RE/EE for poor urban communities would be a valuable addition too.
- 2-3 text boxes with hands-on lessons or exercises for children and youth to learn about RE/EE technologies and applications, for example in form of science projects on how to make a self-made solar dryer, wind turbine etc.
- 1-2 pages including operational models to ensure sustainability to the suggested RE/EE technologies including social and technological innovative approaches which builds over school and community.
- 1-2 pages (text box or Annex) with suggestions on appropriate RE/EE for Plan operations, e.g. in Project Unit Offices and local partner CBO offices and operations.
- Annexes including short questionnaire/survey template for baseline and feasibility studies on RE/EE for child-led action research
III.Tasks
1.Review of literature including existing practitioners manuals and toolkits on RE/EE and existing school curriculum on RE/EE globally and in the region
2 .Review of RE/EE Baseline studies from Plan Indonesia, Thailand and Vietnam and / or Skype call with CO colleagues for further clarifications
- Draft child friendly RE/EE Manual for review by Plan staff
- Finalize RE/EE Manual with case studies and photos/graphics/illustrations
IV.Deliverables/output
- Child friendly Manual on Renewable Energy and Energy Efficiency for Schools and Communities in Asia
- Final manual in PDF with layout and graphics/photos/ and or illustrations
V.Schedule
The consultancy is estimated to take about 20 working days to be undertaken in June-July.
VI. Qualifications
- Demonstrable experience in developing guidance material and manuals related to renewable energy and energy efficiency
- Demonstrable expertise on climate change adaptation and rural sustainable development issues
- Knowledge of Southeast Asia and South Asia cultural context and community development concern;
- Experience in designing child friendly material and undertaking participatory consultations or activities with children and schools would be an advantage
- Ability to conduct high quality work, meet deadlines and respond to requests and feedback provided timely and appropriately;
- Excellent written and verbal communication skills in English.
