Background
Phase two of the South Sudan Health Pooled Fund (HPF) will be supported by the British Government’s Department for International Development (DFID), the Canadian International Development Agency (CIDA), the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID). Running through 28 February, 2018, the fund will support delivery of essential primary health care and referral health services up to county hospital level as well as health system strengthening at the national, state, county and facility/community levels. The HPF supports services in 23 lots - covering eight of South Sudan’s ten former states. One of the primary objectives of this project is to transfer ownership and stewardship of health service delivery to the Government of South Sudan.
The Health Pooled Fund is seeking a Maternal, Newborn and Child Health Expert to lead and advise on the Fund’s maternal, newborn and child health programming. Under the direct supervision of the health service delivery manager, the incumbent will perform the following:
Specific Duties and Responsibilities
Work with the Health Service Delivery Manager to develop, and oversee the implementation of, the project’s work plan, ensuring completion of project deliverables
Provide technical support to Ministry of Health and Implementing Partners on delivering the key elements of the Basic Package of Health and Nutrition Services for primary and secondary health care, with a particular focus on family planning, maternal and child health, quality of care
Conduct supportive supervisory visits to the 23 Lots
Develop systems to monitor the quality of Maternal, Newborn and Child Health Care
Advise on best practices approaches to improve the quality of MNCH services, apply lessons learned and capture success stories from all aspects of MNCH
Disseminate MoH guidelines; monitor and follow up on the IPs success in implementing guidelines;
Create performance improvement plan based on concerns or underperformance in delivery and guideline adherence
Attend and contribute to all relevant technical working groups
Contribute to roll out of IMNCI (Integrated Management of Newborn and Childhood Illness)
Integrate ICCM into facilities
Oversee the effort to make Misoprostol more available across all lots and facilities
Contribute to School Health Assessments and provide feedback on potential improvements for integration
Qualifications
Master’s level degree in health related discipline, preferably with clinical experience.
Extensive relevant experience in supporting projects on Maternal, Newborn and Child health in a Senior Management role
Extensive experience working and delivering results in fragile and conflict-affected states (previous experience working in South Sudan essential)
Experience managing and implementing multi-donor funded projects, with an understanding of various donor requirements
Demonstrated ability to collaborate with team and partner organizations to achieve results.
Strong interpersonal and communication skills
Excellent written and spoken English; strong report writing skills and experience
