Liaises With: Country Financial controller (CFC), Systems Director (SD), Emergency Programmes Director (EPD), Head Office technical advisors, UN agencies, Clusters, NGO partners, line ministries & other stakeholders in South Sudan
Job Purpose:
Concern Worldwide has been operational in South Sudan since 1998 and is committed to responding to humanitarian crises as well as the long term development needs of the country. The Programme Director will be responsible for the strategic design and implementation of the development programmes as well as working with emergency response colleagues identifying opportunities for transition and early recovering programming. S/he will work closely with programme teams to ensure programme quality in relation to results based management, accountability and cross cutting issues. In Northern Bahr el Ghazal Concern is implementing food security, health and nutrition programming. Current donors include Irish Aid, European Union and the Health Pooled Fund. Concern is also leading a DFID-funded consortium – BRACED (Building Resilience to Climate Extremes and Disasters). This adds an innovative element of climate change adaptation to our development work.
The Programme Director will play a key role in representing Concern externally with stakeholders including line ministries, UN agencies, clusters, NGO partners and other stakeholders. The Programme Director is also responsible for participating in all Senior Management Team activities including budgeting and financial management, donor funding management, systems compliance, funding growth, security management, disaster preparedness and strategic planning.
Main Duties & Responsibilities:
Country Level
· Contribute to the development and strategic management of the country programme through participation in the south Sudan Country Management Team and Senior Management Team.
· Take a lead role in reviewing and implementing the South Sudan strategic plan.
· Take a lead role in ensuring the effective mainstreaming of HIV&AIDS, equality, DRR, local Partners/CBO’s organisational capacity building and RBA across the South Sudan programme. Assist the Country Director in rolling out the HAP (Humanitarian Accountability Partnership) Accountability process.
· Assist the Country Financial Controller in review of annual programme budgets and revisions; monitor the effective use of programme financial resources and ensure that expenditure is planned and accounted for.
· Assist the Senior Management Team in continually monitoring and analysing the external environment in relation to NGO operations and relevant government sectoral policies.
· Maintain (and, where necessary, establish) productive relationships with central, state and local government departments, relevant UN agencies and donors and ensure effective coordination between Concern and other actors involved in similar or related programming in the areas where Concern works.
· Represent Concern as necessary in various fora at Juba and State levels.
· Participate in Concern Worldwide organisation-wide initiatives where necessary.
· Undertake any other duties which may be assigned by the Country Director.
Programme level
· Ensure effective operational management of Concern’s development programmes.
· Through line management of relevant staff ensure sectoral programmes and activities are integrated to provide coherence and maximum impact.
· Provide technical advice and support in the implementation of cross-cutting issues and in other relevant programme areas where the incumbent has specific technical competencies.
· Ensure that programmes are designed, managed, implemented in conformity with all relevant Concern sectoral and cross-cutting policies and strategies, Concern’s global Strategic Plan and the south Sudan Strategic Plan.
· Ensure that programmes meet appropriate standards in terms of design, implementation, monitoring and evaluation in line with Concern Worldwide’s Project Cycle Management and Results Based Management system.
· Lead assessments and contextual analysis where necessary for programme expansion either sectorally or geographically.
· Lead assessments and responses to humanitarian emergencies in areas where Concern in implementing development programmes.
· Ensure the production of high quality and timely donor proposals and reports and other reports as required. This will include cross programme sectoral proposals and reports on specific sectoral programmes.
· Oversee the production of case studies and other learning and dissemination documents.
Human Resources
· Area Coordinator, Grants and Information Manager, Health & Nutrition Advisor.
· Contribute to securing sufficient human resources for the South Sudan programme in general and the development programme in particular to meet their objectives.
· Encourage staff development through the provision of appropriate training and mentoring and objective setting and performance appraisal for direct reports
PERSON SPECIFICATIONS
Education & Qualifications Required:
Essential:
• Second level qualification in relevant discipline such as Agriculture, Social Science, Rural Development, Health, water and sanitation, etc.
• A minimum of 4 to 5 years overseas work experience in development with experience at senior level and in demanding environments.
• Significant experience in management of operations in fragile and insecure contexts
• Experience working in emergency context
• Experience in fund raising and donor management
• Experience in capacity building of partners and implementing sustainable programs
• Experience in ensuring accountability to beneficiaries and mainstreaming Equality/Gender and or HIV&AIDS
• Proven analytical ability and excellent proposal and report writing skills
• Very strong management (including Budgets) and administration skills
• Good experience in networking, team building and mentoring.
• Computer literate.
• Previous NGO management experience
Desirable:
• Management qualification &/or Masters in a related development field.
• Previous Concern experience
• Experience in planning and implementing relevant programs
• Knowledge of PRA methodologies/tools and analysis frameworks.
• Experience of working in conflict or post conflict situations
• Experience in the Horn of Africa/ East Africa
• Knowledge of DRR, RBA, Advocacy
• Mentoring/coaching skills
- Special Skills, Aptitude or Personality Requirements:
Flexible, reliable, culturally sensitive, ability to work under pressure, a feel for the way Concern operates and our target group. Willingness to travel very frequently and live under fairly basic conditions. A good team player with a desire to build local capacities and teams. Good interpersonal and networking skills. Needs to have initiative and be able to work with minimal supervision. Good persuasion skills and persistence.
Any Other Special Requirements:
Physically fit and good stamina. Resourcefulness. Knowledge and understanding of participatory programming techniques.
