Position Summary:
Winrock is seeking Technical Director, Investment candidates for an anticipated regional USAID-funded program to support developing countries in Southeast Asia (Cambodia, Philippines, Indonesia, and Vietnam) to achieve sustainable landscapes related climate change goals. The Technical Director, Investment will provide leadership and direction for development of regional and country levels strategies for partnerships that mobilize both private and public capital and that incorporate landscape investment principles into business models.
Position is contingent upon receipt of donor funding.
Major Responsibilities:
- Work with Technical Director, AFOLU to identify promising business models and enterprises in sustainable and economically viable agriculture, forestry and other land use sectors.
- Provide/facilitate technical assistance on financial management to help incubate and accelerate businesses to create a pipeline of investments.
- Lead business case development (financial analysis, financial due diligence, and deal structuring) and secure financing from a range of investors including agriculture/natural resource commodities and supply chain companies, and financial institutions (investment funds and banks).
- Generate awareness, build skills, and increase cooperation with selected financial investors to address barriers to investment (e.g., via creating or strengthening PPPs, adoption of ESG standards, etc.)
- Lead design and implementation of activities to increase finance in the Sustainable Landscapes (SL) sector, identifying trends in funding from the private sector (banks, investment funds, capital markets, impact investors, corporations) and effective models for leveraging public and private resources.
- Develop tools and metrics to measure the financial, social and environmental effectiveness of existing and proposed business models.
- Advise on the value and risk of financing in key sectors and geographies, and devise effective safeguard strategies.
- Supervise staff, consultants and partners to achieve the finance results of the project.
- Ensure quality control and timely delivery of outputs.
- Prepare and submit technical and financial reports requested by the COP and USAID.
- Contribute to the preparation and submittal of annual work plans and periodic progress reports and assist with monitoring relevant program indicators and evaluating program results.
- Ensure that program approaches to increasing finance are inclusive and that women and marginalized groups are active participants and beneficiaries.
- Participate in regular field visits to assure performance and progress.
Other Responsibilities:
- Provide leadership to effectively integrate strategies, approaches, and partnerships at the regional and country level.
- Represent Winrock at meetings and events as required.
- Manage relationships with relevant USAID implementing partners and donor projects.
- Communicate regularly with Winrock’s Home Office for project support and direction.
Qualifications and Background:
- 8-10 years of experience working with banks, impact investors, or other private sector actors on finance, public-private partnerships or other investments in agriculture, forestry, or aquaculture.
- Experience in financial, business, and management analysis and modeling.
- Strong working knowledge of social finance trends, innovative deal structures and investment vehicles in global development.
- Experience working at one or more points along the supply chain of key commodities produced in SE Asia.
- Project management experience, including direct supervision of contractors and teams of professional and support staff. Experience with USAID-funded programs preferred.
Education: Master’s degree in Business, Finance, or a related field.
Experience, Skills & Knowledge:
- Experience in Southeast Asia, especially in Cambodia, Philippines, Indonesia, and/or Vietnam desired.
- Experience in impact investment, project finance and securitization, and public private partnerships.
- Knowledge of ESG standards for agricultural and natural resource value chains.
- Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract.
- Knowledge of USAID policies and procedures as related to project management desired.
- Excellent management, communications and organizational skills, particularly related to managing complex institutional relationships and interactions among a variety of entities.
- Must be comfortable in high-level representational and networking role as well as interacting with local stakeholders and beneficiaries.
