Context:
Under the direct supervision of the Director General through the Chief of Staff, the Regional Director is responsible and accountable for providing policy, administrative, programme, and financial support to IOM Offices in the Asia and the Pacific region as well as managing the activities of the Regional Office.
\*Core Functions / Responsibilities:*****
- Development and follow up of strategies and programmes in the region
- In coordination with Offices within the region, sub-regional coordinators, and the Senior Regional Adviser, formulate and promote regional and sub-regional strategies, processes, and programmes, ensuring that these are in line with overall IOM policy and priorities, and provide authoritative advice in this respect. Ensure coherence and application of approved policies and guidelines to activities across the region.
- Keep abreast of migration issues and emerging trends within the region in coordination with Regional Thematic Specialists. In relation to these, formulate and advocate regional plans of action; undertake priority setting, and seek programme and project opportunities in consultation with Headquarters (HQs), the Senior Regional Adviser, relevant Member States, Offices within the region, sub-regional coordinators, and other relevant actors, as appropriate and in line with the IOM Constitution, the IOM Strategy adopted in 2007, and other Council resolutions.
- In coordination with the Donor Relations Division (DRD) and relevant HQs Departments, other Regional Offices (ROs) and Country Offices (COs) within the region, develop and implement fundraising strategies and provide support to COs within the region in this regard.
- Advise the Office of the Director General and the Heads of Departments, in coordination with the Senior Regional Adviser, on regional migration, migration trends, policy matters, and governments' migration policies affecting the activities of IOM in the region and prepare proposals for appropriate action.
- Report regularly to the Director General through the Chief of Staff and keep the Senior Regional Adviser informed on progress achieved and developments in the region. Develop and prepare special contingency, planning, impact, policy, strategy, and other relevant reports.
- Establish mechanisms to facilitate communication and coordination within the region through, inter alia, the Regional Policy Coordination Committee to discuss existing and emerging regional trends, challenges, and priorities and develop regional strategies based on the general policy directions.
- Oversee IOM’s relations with United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), UN regional offices, and other relevant regional bodies within the region.
- Field support and capacity building
- Oversee the operational, administrative, human resources, budgetary, and financial activities in the region or emergency in accordance with the Organization's rules, policies, and procedures. Ensure the provision of training and guidance to Offices within the region, including strengthening internal controls aimed at preventing fraud and mismanagement in all activities. Exercise oversight of financial management, expenditure, and budget preparation and ensure accountable reporting. Promote IOM's human resources practices.
- Ensure that safety and security management of IOM personnel, facilities, and assets in the RO are addressed and that safety/security oversight in COs is provided. Ensure establishment and regular maintenance of a Business Continuity Plan (BCP) within the region.
- Oversee monitoring and management of programmes and services. Guide and support Offices within the region in programme development and project implementation, including ensuring compliance with IOM policies in planning, development, implementation of programmes and projects, and ensuring accountability, timeliness of reporting, monitoring, and project funds management.
- Ensure provision of thematic expertise, capacity development support, and quality control to all Country Offices in the region. Ensure review and endorsement of programmes and projects of Country Offices in the region, in coordination with relevant HQs Departments, as necessary. Ensure oversight of programme and project activities within the region. Ensure endorsement of donor reports in coordination with Manila Administrative Centre (MAC).
- Gather and promote sustainable/best practices as well as lessons learned from activities carried out within the region.
- Representation of IOM
- Represent the Organization at national, regional, and international conferences and meetings, as appropriate. Advocate for and promote IOM's policies, actions, image, and programmes. Coordinate public information activities in the region.
- Initiate and promote external relations and high-level liaison with government authorities and diplomatic missions in the region, international organizations, non-governmental organizations and voluntary agencies, regional consultative processes, airlines, and public media in the region, particularly with a view to negotiating agreements, creating strategic partnerships, formalizing IOM’s relationships, and identifying opportunities for IOM activities in response to changing issues and situations. Support Country Offices in their work with their respective counterparts.
- Participate in the relevant regional inter-agency mechanisms in close collaboration with HQs Departments and the Office of the Permanent Observer in New York. Ensure that IOM policies and programmes are integrated into inter-agency processes and contribute to collective inter-agency strategies.
- Ensure that IOM cluster lead agency functions are carried out where relevant and reported upon regularly in close collaboration with Department of Operations and Emergencies (DOE) and the Office of the Director General (ODG), Heads of HQs Departments and the Office of the Permanent Observer in New York.

- Ensures Camp Coordination and Camp Management (CCCM) obligations as a cluster lead agency are carried out.
\*Required Qualifications and Experience*****
****Education****
- Master’s degree in Political or Social Science, International Relations, Business Administration or a related field from an accredited academic institution with fifteen years of relevant professional experience; or
- University degree in the above fields with seventeen years of relevant professional experience.
****Experience****
- Extensive experience in diplomacy, fundraising and public relations, as well as in liaising with governmental and diplomatic authorities and international institutions;
- Management experience in the fields of international relations, migration and / or development matters required;
- Excellent communications skills, both oral and written; ability to prepare and deliver speeches on various activities of the Organization;
- Proven liaison and negotiation skills;
- Demonstrated strategic and creative thinking;
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization and of IOM’s history and mandate;
- Knowledge of programme planning, development, and management;
- Effective resource management skills, sound knowledge of financial and business administration and of the principles and practices of management; ability to motivate, supervise and coach/ direct staff;
- Good level of computer literacy.
****Languages****
Fluency in English is required. Working knowledge of a regional language is an advantage.
