Country and project background
Malaria Consortium began activities in South Sudan in 2005 and is currently implementing an integrated community case management programme for malaria, diarrhoea, pneumonia and nutrition in Northern Bahr el Ghazal, overseeing Global Fund supported universal distribution of LLINs in Norther Bahr el Ghazal, supporting the management of NTDs in four counties in Yei River State through mass drug administration and providing strategic technical assistance to the MoH in Wau, Tonj, Eastern Lakes, Western Lakes, Gok, Yei, Juba, Kapoeta and Torit states. Malaria Consortium works with partners at all levels of government in an effort to support South Sudan in rebuilding the health system after successive conflicts.
The Health Pooled Fund is a consolidation of funding from the British Government’s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) and aims to support the Government of South Sudan in reducing maternal and infant mortality, ensuring universal coverage, and improving the overall health status as well as the quality of life of the South Sudanese population. The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of health services, health system strengthening and community ownership. Malaria Consortium is planning to support the county health departments in Aweil Centre, Aweil East and Aweil South under Health Pooled Fund.

Jobpurpose
The Health Pooled Fund Field Technical Officer will manage the nutrition project activities under Health Pooled Fund.
Scope of work**
The Health Pooled Fund Field Technical Officer will act as the lead for all nutrition and development project activities under Health Pooled Fund in a County and will ensure that they are completed according to the project work plan and within the budget. The post holder will facilitate implementation of nutrition activities in the County while working with the County Health Department and health facilities.
Key workingrelationships
The Field Technical Officer (FTO) will be line managed by the County Coordinator.
The FTO will establish and maintain good working relationships with each County Health Department nutrition focal person to ensure that activities are carried out in collaboration with these key stakeholders.
Key accountabilities
Project implementation (60%):
- Act as the nutrition and community development focal point for all activities carried out under Health Pooled Fund in the County.
- Identify gaps and delays in activities and take inform the County Coordinator and Senior Nutrition and Development Officer for action.
- Build the capacity and support of County Nutrition and Health Officers in nutrition and public health promotional activities.
- Build the capacity, support and supervise the PHCUs and PHCCs health workers in integrating nutrition with other health services
Reporting (20%):
- Compile and report periodic, weekly, monthly and quarterly report for the County and submit to the County Coordinator.
- Contribute to other external reports, highlighting the achievements of the project and best practices.
Coordination with partners and external stakeholders (20%):
- Liaise with partner organisations to harmonise project activities with other nutrition and community development related activities, avoiding the duplication of effort and ensuring that activities are technically sound.
- Participate in County nutrition partners meetings.
Personspecification
Qualificationsand experience:
Essential:
- Diploma in nutrition, public health or a related field
- 3 years of experience managing community-based nutrition projects in low resource contexts in sub-Saharan Africa
Desirable:
- Degree in nutrition or public health
- Experience working in South Sudan
- Experience working in post-conflict or fragile contexts
Work-based skills:
Essential:
- Clear communication skills
- Excellent written and spoken English skills
- Proficient in MS Office and excel
- Demonstrated technical knowledge in nutrition and the community-based management of SAM/MAM
Desirable:
- South Sudanese Arabic skills
