Khartoum is safe, family friendly, has diverse social networks, and possibly the least traffic issues compared to other African capitals. The needs in large parts are complex and urgent, and CARE International is seeking an experienced manager to lead a diverse portfolio of humanitarian and development programs. The Assistant Country Director - Programs (ACD-P) has a healthy budget, six established field offices, over 50 committed program staff and 15 national partners to lead, motivate and support. The ACD-P is also responsible for leading the transformation of CARE Sudan from being very operational, to mainly partner led. All candidates must have a solid understanding of why CARE is committed to supporting women and girls in the fight against poverty and social injustice. We need someone with excellent management skills, good knowledge of programming in challenging operating contexts, proven experience of working equitably with national partners, willing to take risks and ready to be accountable. The ACD-P will travel to field locations at least 25% of the time, and otherwise based in Khartoum which is a surprisingly easy city to live in. It can be hot and dusty, but housing is very comfortable, electricity is stable and overall the city is peaceful and suitable for individuals and families. We are seeking someone who can commit to 3 or more years in this accompanied duty station, starting no later than first week March 2017. The ACD-P is responsible for all CARE programs in Sudan, which include humanitarian, early recovery and development. The ACD-P is expected to provide strategic leadership in the areas of program development, implementation, monitoring, evaluation, accountability, learning and continuous improvement.
The ACD-P manages a diverse team of professionals who develop, manage and support programs and projects that build resilience and effectively address the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems and people are in place to ensure the proper management of those projects and programs. In line with the latest strategy, the ACD-P plays a leading role in transforming CARE Sudan into an organization that is focused on supporting national partners to take a more leading role in our mission.
The ACD-P is responsible for overseeing the development, testing and implementation of new and innovative program approaches inside the country, and also to develop multi-country programs. S/he works closely with, and is supported by the program units at Regional HQ and CARE International Member HQs.
The ACD-P is a key member of the Country Office Senior Management Team, and also part of regional leadership groups. S/he plays a substantial role in maintaining good working relationships with host government officials, donors and other partners. S/he may be required to become Acting CD when the CD is out of the country.

Primary Skills:
Bachelor degree in relevant field
5 years in mid to senior management position in humanitarian programs
Demonstrated experience in leading strategic and operational planning
Demonstrated leadership and management skills in a very complex international setting

Extensive conceptual skills including development of program strategy
Demonstrated experience in program design (including proposal development), implementation and evaluation
Solid experience in working equitably with national partners

Strong representation and negotiation skills
Demonstrated use of positive coping strategies in stressful environments

Experience in successfully managing institutional partnerships with national and international NGOs
Experience in establishing and maintaining collaborative relationships with donors and government counterparts
