About the mission:
Solidarités International (SI) is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH interventions is highly acknowledged by all WaSH actors and donors.
SI has been present in South Sudan since the end of 2006. In October 2006, SI conducted an assessment in Malakal and its surroundings, gradually expanding its presence in Upper Nile State to respond to the WaSH needs of both urban population in Malakal and vulnerable rural communities.
From 2007 onwards, SI conducted several WaSH interventions in Upper Nile State and Jonglei. They were triggered by various causes: Kalaazar or cholera epidemic, internal population displacements, influxes of refugees, etc.
Following an assessment conducted in November 2008, SI chose to intervene in Juba as well.
From March 2010, SI started to work in WaSH in Unity State (Mayom, Abiemnom, and Rubkona Counties). SI activities were coordinated from an office in Bentiu (State capital).
Following the attack of Mankien town on April 21st 2011 and the looting of SI compound, SI did not maintain its operational office. SI also worked in three refugee camps in Upper Nile State and Unity State, providing WaSH services, from 2012 until June 2014 when the activities in Yusuf Batil were handed over to the NGO Medair.
Following the crisis that erupted in December 2013, SI started to intervene in the UNMISS Protection of Civilians sites of Malakal and Juba, providing WaSH services to IDP’s and in the informal settlement of Wau Shilluk, Upper Nile State, providing assistance to IDP’s.
SI also restarted its FSL activities in South Sudan with the launching of a pilot cash transfer programme in Malakal County. Since then, SI has the strategic willingness to continue to implement FSL activities to answer to the humanitarian needs.
The mission budget for 2016 is forecasted to be of around 4 M USD, with an operational base in Malakal / Wau Shilluk (Upper Nile State) + the Emergency Preparedness & Response team based in Juba and deployed all over the country + the coordination team based in Juba. The team consists of around 15 expatriates and 90 national staff.
SI SSD current priorities are:
- Maintain and develop its emergency response, providing access to emergency WaSH services for vulnerable and acutely vulnerable populations; build the capacity of the team in order to provide high quality multi-sectorial assessments
- Secure longer term funding for its WaSH activities in Malakal PoC / Malakal town
- Diversify the areas of static presence with a potential opening of an additional base and a focus on longer-term WaSH-related needs in relevant areas
- Develop sectors of intervention with potential launching of pilot FSL activities in Solidarités International intervention areas
About the job:
The objectives of the assessment are:
- Evaluate the humanitarian needs in Food Security and Livelihoods for the host communities and displaced persons by the collection of various indicators.
- Collect and define technical data regarding the areas evaluated, criteria of vulnerabilities
- Define an intervention strategy
- Define an intervention based on the needs evaluated
- Define le logistics and financial means in link with the intervention proposed
While arriving in SSU, the person in charge of the assessment will have to meet partners at Juba level to have a better understanding of the partners, activities within the country. Based on that, a stakeholder’s analysis will have to be done.
A writing report including a narrative report, a table with the main conclusions and recommendations in terms of operational strategy, a stakeholder’s analysis, an agricultural calendar with technical appendices and a draft of intervention proposal will be provided at the end of the mission (a first draft will be provided 7 days after the end of the field visit and final version 15 days after SI’s feedbacks).
Your profile
Background :
- Bachelor/Master Degree in economy, humanitarian project management, local development
Experience :
- Minimum 4 years’ experience with INGO specialized in humanitarian assistance;
- Experience in implementing Food Security and Cash Transfer Programs in emergency context
- Demonstrated experience in proposal and report writing
- Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response;
- Experience in conducting needs assessments
- Previous experience with SI desirable
- Knowledge of the region and/or of pastoralism way of life
- Previous experience in South Sudan would be an asset

- Excellent diplomacy and representation skills; ability to take active participation in different fora.
- Capacity to provide leadership and be a unifying force;
- Ability to write clear and well-argued proposals and reports

We offer
SI will offer you:
A salaried post: according to experience from 2300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
