The Programme and Planning Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support for regional office annual review, reporting and planning, and also provide analytical support for regional prioritie s in relations to South-South cooperation, and Regional Thematic Fund monitoring.
Work Assignment:
Under the supervision of the Regional Chief of Programme & Planning, the consultant will perform the following tasks:
Facilitate the review of country programming progress in the region, including quality assurance of country office annual report and result assessment module, compilation of inputs from regional advisors, and editing of Regional Director’s letter to Representatives.
Coordinate and draft the regional office annual report and the result reporting in the result assessment module.
Monitor, compile and analyse thematic funding allotments and utilization for country offices and regional office, including drafting the report on the Regional Thematic Funds.
Support the review of country programme document review, including compilation of inputs from regional advisors on draft Country Programme Documents (CPDs).
Facilitate and support the follow up to the High-Level Meeting on South-South Cooperation for Child Rights (HLM3).
Support regional planning process, including the follow up to the regional surveys and studies (including the ongoing regional situation analysis), the finalization and reporting on regional headline results, and the development of the Regional Office Management Plan (ROMP) 2018-2021.
Support the roll out of the regional Results-Based Management Strategy.
Other planning and reporting support, including organization and reporting for the Regional Management Team meeting.
Work Schedule and Deliverables:
Regular consultation will be maintained with the supervisor and other senior colleagues in EAPRO in order to determine priorities, activities and deliverables on a monthly basis. The consultant will prepare a monthly report on activities undertaken and completed against the deliverables.

Estimated Duration of Contract: 4 months over the period of January – April 2017 with possibility of extension subject to satisfactory performance and funding.
Official Travel: The consultant will work at UNICEF EAPRO, Bangkok and travel to Country Offices as assigned in agreement with supervisor and Country Offices (to be determined at a later stage).
Qualifications or Specialized Knowledge/Experience Required:
- Advanced university degree in development studies or other relevant social sciences.
- At least five years’ work experience in the development field including focus on social sectors and children’s issues.
- Skills in quantitative and qualitative analysis and analytical communication.
- Demonstrated skills in work planning, monitoring and report preparation, including writing in English language.
- Knowledge of the socioeconomic and political situation of the Asia & Pacific region an asset.
- Familiarity with the UN and UNICEF an asset.
- Proven ability to work in a multi-cultural environment and to establish and maintain harmonious and effective working relationships, and to meet deadlines.
- Good interpersonal and communication skills.
