We are looking for a highly qualified and dynamic GBV Manager to manage the implementation of multi-sector refugee response in Upper Nile State.

​Danish Refugee Council (DRC) is a leading protection agency and has in conjunction with our specialist unit, Danish Demining Group (DDG), been operating in South Sudan since 2005; initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed. We are currently actively engaged in providing humanitarian services to both internally displaced persons and also refugees from Sudan, through 500 national staff, 60 expatriate staff and an annual budget of USD around 20 million. Our main office is in Juba with field offices in Ajuong Thok, Bentiu, Maban, Malakal and Melut.

​DRC’s Protection activities include general protection monitoring, prevention and response to SGBV, identification of and assistance to persons with specific needs (PWSN), rule of law and access to justice, protection mainstreaming, provision of dignity kits and other material assistance to vulnerable persons, and support for community based protection networks and mechanisms. Protection is DRC’s core global mandate. Currently, the components of the protection program in Maban include support for persons with specific needs (PSN), peaceful coexistence initiatives, support for access to justice, and GBV prevention and response. Therefore, the responsibility for the implementation of GBV protection activities and the supervision over GBV staff has been with the Protection Manager.

He/she will provide daily direction and guidance to project cycle management, proposal development and implementation of activities. The staff complement of the GBV program will include 1 senior national staff supervisor, 4 GBV prevention officers, 2 GBV response officers, 6 GBV assistants, and 1 certified psychosocial counselor.

The GBV Manager is the lead for DRC in engaging the other relevant actors in the field as well as the focal person for the communication between DRC-Maban and the GBV sub-cluster in Juba. Whenever appropriate, he/she will collaborate with other protection and humanitarian actors and work towards mainstreaming GBV with other DRC sectors as well as with other humanitarian actors by building capacity, increasing community engagement, and strengthening mechanisms for self-protection by communities.

RESPONSIBILITIES AND TASKS

To achieve the objectives of the position, the GBV Manager will perform the following tasks and undertake the following responsibilities:

Programing:

  • Contributes to the design of GBV projects for the Area Office under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to DRC policies and procedures.
  • ​At the field Office level, overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field.
  • Conduct surveys and assessments in new areas to determine GBV protection programming needs and program expansion and produce and disseminate survey/ assessment reports in a timely manner.
  • Contribute to the strategic direction of the DRC Protection sector, in close collaboration with the DRC Protection Coordinator, including, participation in national and cluster level initiating strategy planning as well as field level cluster initiatives.
  • Contribute to the strategic direction of the Area office and country mission through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure synergy between general protection, GBV protection, and other sectors at Area office level but also across DRC Area programs in the country.
  • Work with the Protection Manager, Area Manager, Technical Coordinator, Grants Manager and other Program team members to contribute to new project development, including preparation of narrative and budget reports. For technical aspects of the project design, she/he will coordinate with the Protection Coordinator.
  • Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and program reviews and the timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.

​Budgeting, Budget expenditure and Budget Tracking:

  • ​**The GBV Manager is the budget holder for GBV project(s) and shall approve financial and procurement transactions within DRC set guidelines and ceilings and Donor contractual agreements.
  • Develop and update root costing templates and data bases to feed into relevant donor budget lines
  • Compile monthly cash monthly forecasts for the GBVGuide the team in preparation of procurement plans for GBV project activities and coordinate with the Area Office Logistics personnel for their submission to Juba for procurement and shipment to Field Office.
  • Track procurement plans on weekly and monthly basis and provide feedback to procurement offices at the Area and Juba offices for corrections and adjustments.

​Human Resources and Administration :

  • Overall responsibility for managing the Area Office GBV staff including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Manage and lead the GBV Protection Programme staff in coordination with the relevant support departments at the Area office and Juba. He/she must endeavor to create positive working relationships among the staff towards an effective implementation of project activities.
  • Initiate and take the lead in the recruitment of the GBV protection program staff and, in coordination with the HR department, ensure that competent personnel are recruited for the program.
  • Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Coach and mentor staff-both professionally and competencies. Contribute activity to the evolution of the country office nationalization strategy and policies.
  • Carry out GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with Area manager and HR Officer/Manager and oversee the execution of the plan.
  • Ensure timely and effective staff recruitment and induction processes, and regularly review staffing structures and staff deployment plans ensuring appropriate gender balance, paying sensitivity to ethnic contexts and expanding opportunities for nationalization.
  • Support HR in ensuring all staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs and refugees, and prevention of sexual exploitation and abuse.

Coordination and Representation:

  • Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to GBV issues.
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of protection.
  • Forge strong information and experience sharing relationships with protection teams in other DRC South Sudan locations Perform other relevant duties assigned by the Protection Manager, Area Manager or Technical Coordinator.

Qualifications and experience required

The successful candidate should possess demonstrated GBV protection programming experience in an emergency, particularly those relating to violent conflicts, and is able to work independently.She/he is very familiar with humanitarian principles and practices, has solid background in representing an international organization to external partners, the community and authorities in a sensitive and tactful manner and has exemplary inter personal skills.

​The ideal candidate should have the following academic , competency and experience levels:

  • Post- graduate degree in psychology, social work, law, or similar area; Certification as a psychosocial counselor will be an advantage;
  • At least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, of which at least 2 years must be in a foreign country. Previous work experience in South Sudan will be considered an asset;
  • At least 2 years of experience with on-the-ground GBV protection activities in displacement related contexts, management experience and proven management skills.
  • Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP and refugees camps or coordination mechanisms in refugee camps; experience as a field cluster lead will be an advantage;
  • Experience in project cycle management, including proposal writing, budget management, capacity building of locally hired staff, and donor reporting. Excellent computer and IT skills. Strong communication and writing skills;
  • Fluency in English language - written and spoken.
  • Strong team leadership and conflict resolution skills; cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
