POSITION TITLE: Finance & Operations Director
LOCATION: Bangkok, Thailand
DEPARTMENT: Environment
REPORTS TO: Chief of Party
PROGRAM SUMMARY:
Winrock is seeking candidates for a Finance & Operations Director for an anticipated regional USAID-funded program to support developing countries in Southeast Asia (Cambodia, Philippines, Indonesia, and Vietnam) to achieve sustainable landscapes related climate change goals. The Finance and Operations Director will manage and supervise project personnel with responsibilities for budgeting, accounting, procurement, inventory, logistics, and subcontract administration.
Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
Manage operations of the program (procurement, administrative and human resource policies and management, etc)
Manage all financial reporting, accounting, and USAID compliance issues related to finance and subagreements.
Participate in budget reviews and revisions, and monitor budgets vs. expenditures of main program budget and subagreement budgets.
Supervise grant manager and oversee all grant activities, ensuring compliance with USAID and Winrock regulations and policies.
Supervise Office Manager(s), Accountant(s), and liaises with subagreement financial officers.
Coordinate closely with Chief of Party, Deputy Chief of Party, and home office staff on subagreement management.
Manage cash flow, including possible program income from public/private partnerships.
Review all draft subagreements for compliance with USAID, Winrock, and local laws.
Manage use and care of major program assets (valued at $10,000 or more).
Supervise the maintenance of auditable finance, administrative, and procurement files.
QUALIFICATIONS AND BACKGROUND:
Education: Masters of Business Administration or Certified Public Accountant certificate required. Demonstrated focus or supplemental training in grants management preferred.
Work Experience: Minimum 10 years of experience working in finance or grants management for donor-funded development programs required. Minimum 5 years on USAID-funded programs required. Experience in Southeast Asia, especially in Cambodia, Philippines, Indonesia, and/or Vietnam desired.
Skills: Strong skills in financial management, grant management, and subagreement management required. Knowledge of USAID rules and regulations required.
Other: Qualified Southeast Asian nationals are encouraged to apply. Fluency in English and strong written English is required.
