COUNTRY PROGRAM OVERVIEW
Kissito Healthcare International (KHI) is a U.S. based not-for- profit non-governmental organization working in East Africa. KHI has been operational in Ethiopia, Uganda, Somalia and South Sudan in areas of Health Infrastructure Development, Health Systems Strengthening, Maternal Newborn and Child Health, Communicable Disease Prevention and Control and Emergency Nutrition. KHI serves the world’s most vulnerable people with low-cost, high-impact interventions. KHI commenced its operation in South Sudan in 2012 and has a geographic presence in the Greater Pibor Administrative Area (GPAA). Currently, the organization is implementing Emergency Nutrition project in partnership with UNICEF and WFP; Rapid Result Health Project in partnership with IMA World Health. KHI is seeking Finance & Admin Manager.
PURPOSE OF THE JOB
The Finance and Administration Manager is primarily responsible for the financial management and administration of the KHI-SS Country Program. S/he is responsible for implementation of financial policies, procedures and systems for sound financial management. S/he is also responsible for proper accounting record keeping and financial planning, organization, control and management. Besides, the manager will be responsible for proper administration of the country program staff and other resources.
ROLE AND RESPONSIBILITIES
Financial Planning
- Prepare monthly, quarterly, biannually and annual financial plan
- Work with and facilitate budget holders in development of their budgets
- Consolidation and review of all budgets
- Prepare quarterly, bi-annual and annual cash flow forecast
- Participating in development and implementation of financing strategy
- Ensuring donor formats and conditions are complied with
Processing Transaction
- Ensure the proper handling of cash – receiving and paying cash
- Issuing invoices, chasing debts
- Ensuring proper control of cheque books and receipt books
- Authorisation of payments and Local Purchase Orders (or other financial commitments)
- Processing payments on time, managing liabilities
- Processing staff working advances (floats) and accountabilities
Payroll preparation and processing
- Maintaining proper books of account and supporting document
- Establishing appropriate books and records for cash, bank, fixed assets, stocks, debtors, creditors
- Keeping all books up to date
- Carrying out reconciliations to ensure accuracy (eg cash count and bank reconciliations)
- Carrying out frequent data back ups
- Maintaining proper physical files and computer files and folders to enable easy retrieval of information by the organisation and others
Budget Monitoring
· Track and ensure the proper utilization of budget by project
· Identify variances and help prepare Budget Management Action plan
· Ensure budget utilization is according to donor terms and agreement
Financial Report
· Reports for budget holders, senior management, Board, donors and beneficiaries
Cooperation between finance and program
· Participation in regular project management meetings
· Ensuring programme staff are trained in relevant aspects of financial management
· Ensuring a proper understanding of field operations, including risks and practical limitations.
Internal Controls
· Ensure that all internal control system are in place and adhered to
Audit
· Assist in the external audit and reviews
· Ensure that audit findings are addressed properly and also corrected in future financial management
Qualifications
- University degree in Accounting
Skills & experience
- A minimum of 4-6 years of experience in accounting, financial management, budgeting or auditing
- Good knowledge of UN Agencies, USAID, Global Fund financial rules and regulations
- Excellent communication and interpersonal skills to work in a multi-disciplinary team setup;
- Ability to establish and maintain effective working relationships with Government stakeholders, International Agencies and, partner NGOs
- Ability to interact skillfully and diplomatically with numerous counterparts
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Ability to work proactively, organize and manage own work and assist others to do the same
- Computer literacy included demonstrated proficiency with Outlook, Word, Excel and off the shelf accounting software QuickBooks, Peachtree, account safe etc.
