This post provides technical leadership in supporting Plan’s purpose and global strategy by developing the skills, tools and capacities of Plan offices and staff to integrate gender equality effectively within our programme work and by supporting the monitoring of Plan’s progress towards gender equality. Plan International’s Global Strategy (2017-2022) and Policy on Gender Equality and Inclusion articulate our commitments to gender equality, girls’ rights, and inclusion and this post is critical to their implementation.
Dimensions of Role:
Supports the implementation of Plan’s global strategy and commitment to gender equality, girls’ rights and inclusion in Asia
Support offices across Asia to have the tools, skills and capacities required to advance equality principles in the design, implementation and monitoring of gender transformative projects.
This role has a regional leadership presence within Plan International, working with all of Plan’s Country Offices (COs) in the Regional Office of Asia (ARO) and provides technical support and guidance to gender specialists and focal points across the Region
Leads the development and implementation of strategy, policy, organisational change processes and regional programmes on gender equality and girls’ rights.
Leads the consistent use of Plan’s Gender Equality Self-Assessment Process across the Regional Office (RO) and COs and the learnings associated on the implementation of gender actions plans/initiatives.
Supports the monitoring of Plan’s commitment to gender equality, and develops an annual regional report on ARO’s performance on gender equality.
Regional thematic oversight to Because I am a Girl and spearheads regional programming and influencing projects on girls’ rights.
Supports global/regional initiatives such us 18+ Asia, Champions of Change and Safer Cities for Girls.
Leads the Asia Regional Office (ARO) Gender Network to become an effective community of practice and exchange on gender equality and girls rights.
Leads the consistent use of Plan’s Gender Equality Capacity Building Programme (Planting Equality and Champions of Change) in the Region, including monitoring of regional progress and performance.
Represents Plan at regional and global levels to influence international policy makers on gender equality. Helps shape the regional research agenda link to the global agenda.
Contributes to the shaping of tools and related processes on gender equality, girls’ rights and inclusion across the organisation, representing the views and priorities of the Asia Region.
Manages a direct budget of approximately $100,000 Euro and supports resources mobilization for gender equality and girls’ rights initiatives across the region. Manages consultants when relevant.
Supports other technical specialists for developing standards and methodologies for gender transformative projects.
Reviews projects ensuring that they are meeting the Global Strategy ambition and development outcomes.
Reviews new regional or large scale projects ensuring their alignment with Global Strategy.
Typical Responsibilities - Key End Results of Position:
An inspiring and achievable plan to guide Plan’s regional work on gender equality, built on the best available evidence from internal and external sources, which is widely owned by staff across the region. (35%)
Contribute thought-leadership to the implementation of the Global Strategy 100 million Reasons and Policy on Gender Equality and Inclusion, Ensure Plan’s commitments to gender equality, girls’ rights and inclusion are widely known and utilized across the region, including at the most senior levels (Regional Leadership Team).
Promote the consistent use of the regional gender equality plan, coherent with Plan’s Global Strategy and Policy on Gender Equality and Inclusion, which enables Plan’s analysis, policies and programmes to become a centre of excellence on gender equality for the region. Ensure that the process of developing the plan is highly inclusive and catalytic, drawing staff together across the region and inspiring them to greater achievements.
Lead a strategic process of self-reflection and bench-marking on gender equality across all offices in the region, through the implementation of Plan’s Gender Equality Self-Assessment (GESA) process.
Provide technical guidance on how to operationalize Plan’s Policy on Gender Equality and Inclusion across the offices, programmes and staff of the region. Support and learn Plan offices in developing well-resourced action plans on Gender Equality.
Identify different levels of engagement and achievement which allow the Policy on Gender Equality and Inclusion to be realised by different offices as an on-going, progressive effort.
Devise and implement methods to monitor and evaluate the Global Strategy and Policy, driving learning and improvement. Develop an annual report on the region’s progress in achieving Plan’s gender equality commitments.
Contribute to the shaping of tools and related processes on gender equality across the organisation, representing the views and priorities of the region.
Actively participate in and contribute to the Global Gender Equality Reference Group.
Lead coherent regional programming that makes a distinctive and strategic contribution to the technical field both internally and externally. (50%)
Provide thematic oversight to Because I am Girl movement at the regional level. Facilitate the development of regional programmes on girls’ rights and gender equality, which are implemented across the region, at scale, and maximize Plan’s overall impact on gender equality. Ensure that Country Offices across the region are highly committed to the success of these projects.
Develop practical approaches to implement, monitor and report on regional BIAAG programmes. Ensure quality reports on progress achieved in BIAAG programmes.
Integrate gender equality across Plan’s Programme Quality Procedures (PQP) in the region: Ensure that Plan’s Gender Equality and Child Rights analysis tool is known by programme staff and utilized as a key part of programme development processes. Support Country Offices with technical input so that all existing and planned Country Strategies (CSs) use Plan’s gender equality programme criteria tool. Ensure that Plan staff have clear expectations on measures for gender- transformative programmes.
Provide regular technical support to Country Offices to ensure the gender equality objectives in CSs are achieved. Ensure that Country Offices are supported and prepared for BIAAG programme and influencing initiatives.
Support the resource mobilization process by drafting project proposals for regional programmes and provide advice and inputs to major proposals developed by Country and National Offices.
Capacity building: Lead the process of monitoring Plan’s capacity and future needs on gender equality in COs. Lead the roll-out of Plan’s Gender Equality Capacity Building Programme in the region and Champions of Change capacity building, including monitoring of regional progress and performance. Ensure that appropriate knowledge, skills, tools and capacities are in place to support Plan staff’s performance on gender equality.
Lead the Regional Gender Equality Network to become an effective community of information sharing and exchange on gender equality. Ensure that the Regional Gender Network (including CO gender advisors and focal points) provide high quality support that is valued by members, including opportunities for learning and exchange that improve performance.
Promote the inclusion of gender equality across Plan’s People and Culture work and other organizational systems and processes in the region.
Support Plan International’s influencing agenda with external policy makers and other stakeholders, on key issues on key issues related to girls rights and gender equality in the region to build Plan International’s profile as a thought-leader in this area (15%)
Identify key actors, women rights organizations, including decision making bodies, proactively identifying opportunities for high impact advocacy, partnerships and policy engagement on gender equality and girls’ rights.
Contribute to the development of Plan’s advocacy and public position statements on relevant gender and BIAAG issues, which reflect Plan’s programme experience in the region.
Represent Plan’s positions on gender equality/BIAAG to key external audiences, at regional and sometimes global levels. Develop strategic partnerships on BIAAG with key stakeholders including the women’ rights organizations in the region. Build Plan’s profile as a respected thought-leader and high-level contributor on girls’ rights and gender equality.
Develop highly effective personal networks and relationships with key decision makers, social movements and influencers on gender equality and BIAAG across the region.
Engage with gender equality decision making bodies, movements, networks, donors, academics and research bodies.
Support research processes and help shape Plan’s regional research agenda on BIAAG. Identify new topics for regional research in gender equality which may be researched through Plan’s programmes.
Build Plan International’s profile as a respected thought-leader and high-level contributor on girls’ rights and gender equality issues.

The Regional Gender Equality Program Specialist is responsible for influencing and supporting the COs and Regional Office to strengthen their commitments to gender equality with concrete and measurable actions;
Facilitating and establishing the benchmark for gender equality across the organization appropriate to the operating contexts in the Region
Supporting senior management in setting standards and assuring accountability on gender equality;
Advocating for an organisational culture that exemplifies Plan’s commitment to gender equality and inclusion;
Scaling up best practice without diluting results, and providing technical support, across variety of cultural and operating contexts.
Building partnerships with women and girls’ rights movement in the region.
Providing leadership, energizing technical networks to influence results.
Identifying priorities and challenges and identifying practical, sustainable ways to address them.
Ensuring that Plan’s Programming and Influencing Approach and Child Protection principles are adhered to in order to strengthen Plan’s efforts to advocate equal rights for girls and boys.

Knowledge:
In-depth knowledge of, experience in and commitment to the links between gender equality, children’s rights and NGO development programming practice.
Demonstrated understanding of girls’ rights issues, contextualized to an NGO and the linkages between CEDAW and the CRC.
Proven experience and knowledge of gender analysis programme frameworks and their application to child-rights and gender equality programming.Excellent understanding and proven experience of the practicalities of designing, implementing, monitoring and evaluating high quality programmes that promote gender equality or girls’ empowerment.
