Scope of Assignment
- Ensure that protection activities are guided by the protection strategy and respect the policy of UNHCR on age, gender and diversity (AGD).
- Assure the participation of persons of concern through continuous assessment and evaluation using participatory, rights and community based approaches.
- Assist in working with the refugee and persons of concern communities (referred to as communities of concern herein after) residing in the temporary shelters(camps) at the Tak Province to involve community-based organisations (CBOs)in improving the protection of persons of concern.
- Support implementing and operational partners as well as with the community of concern to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to Sexual Gender-Based Violence.
- Coordinate with various partners, including people of concern to develop and implement comprehensive community-based protection strategies that address key protection issues of communities and priorities of the operation, including child protection, education, SGBV prevention and response and resilience building;
- Support in establishing a mechanism (together with CBOs and NGOs) to identify individuals/groups with heightened protection risks or vulnerabilities and ensure that individual cases identified as having protection concerns are assessed, referred as appropriate, and followed up using established case management systems
- Assist in analyzing protection risks and capacities of communities of concern.
- Support participatory assessments and ongoing consultation with persons of concern.
- Collect data for monitoring of programmes and budgets from an Age Gender Diversity (AGD) perspective.
- Ensure protection incidents are immediately identified and addressed.
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Implement and monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
- Manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.
- Assess needs for promote and find durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
- Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
- Contribute to and facilitate a programme of results-based advocacy with sectorial partners.
- Contribute to and facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
- Contribute to capacity-building initiatives for communities and individuals to assert their rights.
- Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
- Intervene with authorities on protection issues.
- Decide priorities for reception, interviewing and counselling for groups or individuals.
- Perform other relevant duties as required.
Qualificationsand Experiences
- Thai national only.
- University degree in Law, International Law, Political Sciences or related field.
- Masters degree in a related field will be an added advantage.
- Minimum 3 years experience with refugees and or in related field.
Knowledge of computer and use of various computer software packages, i.e. MS Word, Excel, Access.
Good knowledge of written and spoken English and Thai.
Diverse field experience desirable.
Knowledge of ProGres and completion of UNHCR specific learning/training activitieswould be advantage.
Knowledge of Karen and Burmese is an asset.
