Background
APN+ is a network of People Living with HIV (PLHIV) in Asia and the Pacific. It was established in 1994 as a response to a need for a collective voice for PLHIV in the region, to better link regional PLHIV with networks throughout the world, to support regional responses to widespread stigma and discrimination and to advocate for better access to treatment, care and support.
In early 2014, APN+ concept note to The Global Fund NFM titled Asia Pacific Key Population Initiative was recommended for funding. The concept note covers program activities in nine countries, whereas in these countries HIV epidemic is concentrated among key populations. In spite of the presence of country HIV programs, there is limited evidence on quality of key population HIV interventions at the ground level. This grant embarks to build upon the information base that can be used for advocacy to improve service quality of services and strengthen programmatic approach towards key populations.
The grant will also work to capitalize on the strength of regional networks that is well positioned to advocate on key legal and regulatory issues. The goal of this regional grant is to contribute to a continued reduction in new HIV infections and reduction of HIV related morbidity among members of three key affected populations and people living with HIV in the participating countries. The grant will be implemented by 7 country level SRs and 3 regional SRs and APN+ as a Principle Recipient (PR)
The following are the objectives of the program:
- To build evidence for advocacy on improved quality of HIV prevention and care services to People Who Inject Drugs (PWID) in Cambodia, Indonesia, Nepal and Vietnam
- To build evidence for advocacy on improved quality of HIV prevention and care services to sex workers (SWs) in Bangladesh, Cambodia, Indonesia, Myanmar and Vietnam
To improve understanding of existing community based HIV testing (CBT) services in Bangladesh, Cambodia, Indonesia, Nepal, Pakistan, Philippines, and Vietnam and identify best approaches to CBT in the region
To expand knowledge of TG health status and needs with a focus on HIV in Indonesia, Nepal, Thailand, and Vietnam
Summary of position
The Monitoring and Evaluation Manager will take a lead in designing M&E systems, developing a plan to implement it, design tools, train M&E staff and implement M&E system of the Global Fund Grant and reports directly to the Grant Manager of GMU.
Job Responsibilities and Duties:
- To develop M&E plan and tools of the grant.
- To train M&E staff of the grant, at PR, SR and SSR levels.
- To monitor all project implementation activities, including production of M&E report
- Together with GMU team to develop project annual work plan and reports to be reviewed by the Local Fund Agent and the Global Fund Secretariat.
- To collect, verify, analyze and interpret programmatic data and document, and ensure on-time development & submission of reports & documents.
- Take lead in preparation of progress update and disbursement request (PUDR) in close coordination with Finance Manager
- To monitor the implementation of grant according to set indicators and milestones and provide feedback timely feedback all project implementing partners (SRs and SSRs)
- To assist Grant Manager in developing project technical assistance plan towards all project implementing partners including schedule for monitoring visit and training accordingly to program framework;
- To do the follow up on findings from M&E activities, including identifying and proposing necessary action plan.
Desired Qualifications:
- Minimum 7 years of work experience in program monitoring and evaluation preferably in the field of HIV, and health.
- Out of 7 years, a 3 years prior M&E experience with the Global Fund supported programs at the PR level is essential.
- University degree in Public Health, Social Sciences or equivalent. Undergraduate degree with 10 years of relevant experience is also eligible to apply.
- Very good command of written and verbal English. Ability to communicate within cross-cultural program.
