UNICEF Thailand Country Office is seeking an individual consultant to provide support in analyzing UNICEF's current system and processes, overall ICT technical readiness, and provide recommendations for the solution for effective, efficient ICT supported work processes and modalities.
Nature of Consultancy:
Help us become UNICEF of the 22nd century! Analyze UNICEF current systems and processes, overall ICT technical readiness, and provide recommendations for the solution for effective, efficient ICT supported work processes and modalities. Your overall objective is to help us dramatically reduce time wasted in UNICEF day-to-day work with a strong priority around meeting management systems as well as any other modern ICT –supported innovation or practices which could be of benefit to reducing time and energy wastages in UNICEF work and allow its team to focus their energy more productively for the benefits of vulnerable children.
Purpose of Assignment:
In a UNICEF work month, many meetings engage UNICEF Thailand staff time and energies. These are held for multiple purposes, ranging from kickstarting an advocacy campaign, work planning or cross-sectoral coordination to optimize cooperation with national stakeholders. As a result of such desire for participatory and collaborative work culture, thousands of hours -and sheets of paper- are used in such meetings yearly.
One of the probable causes of such heavy time cost likely revolves around a shared perception amongst staff that current meeting management is not optimal. Whilst most meetings' purpose should focus on decision-making, most of current team meetings are typically focused on group discussion, group input, and information sharing.
If we are to be the champions of vulnerable children we want and need to be, UNICEF Thailand must become more efficient in managing meetings, more effective in coming up with decision and more green for the environment. With the advancement of information technology, we believe that we have to identify, can apply, today's most advanced meeting management technology as well as any newly developed systems and technology which may help us both reduce our carbon footprint and help drastically reduce ineffective work processes and meetings.
To achieve this expected goal, UNICEF Thailand need to have a consultant who not only should have knowledge and expertise on information technology, but also profound experience and lessons learned from other organizations –both government and non-government- to share with us.
Work Assignment and Deliverables:
In close collaboration with UNICEF Thailand Representative, the consultant will work under the direct supervision of UNICEF Communication Specialist.
Overall Objective: Analyze UNICEF's current meeting processes, overall work process and technical readiness and provide recommendations around three key action pillars:
1.To introduce and offer a range of structured recommendations that would enable UNICEF to undertake a step change and drastic reduction in time wasted in meeting management for UNICEF, so as to free optimal time allotments for staff other than through meeting commitments.
2. To introduce a range of modern ICT-supported document and process management techniques that aim to significantly reduce current scale of paper use in UNICEF teams.
3. Offer a range of clear and actionable recommendations to make use of today's modern techniques and ICT-supported practices that support optimal use of time and most efficient work processes in other institutions around the globe.
The consultant will:
1) With UNICEF Thailand, analyze current meeting processes and existing technical readiness. Identify areas for improvement of the processes. Determine how ready UNICEF Thailand is to achieve the purpose of this assignment.
2) Research the available solutions in the Thai and global market. Identify ones that will enable UNICEF Thailand to achieve the purpose of this assignment.
3) Propose best practices in how UNICEF Thailand can improve its meeting processes to become more efficient, effective, and paperless (e.g. how agendas should be set, how meetings should be carried out). What and how UNICEF Thailand's current software and technology can be used to achieve the purpose of this assignment. What additional solutions are required to achieve the purpose of this assignment.
4) Offer a clearly structured clear implementation plan to achieve the purpose of this assignment, including suggestions on potential service/solution providers for all three pillars of the objective.
Deliverables:
1) Summary report which identifies the following:
a. The readiness of UNICEF Thailand with current processes and technology.
b. Areas of improvement for more efficient, effective, and paperless meeting.
c. List of recommended solutions for more efficient, effective, and paperless meetings.
2) Implementation plan with detailed steps and necessary software/solutions and suggested potential service/solution provider.

Main tasks:Finalize report and recommendation, present the plan and recommendation to UNICEF Thailand Country Office.

Estimated timeframe: 31 May 2017(Within 11-12 weeks of contracting)
Total days:30 days
Estimated Duration of Contract: 30 working days over the period of March – May 2017.
Work location: Off-site with periodical visits to UNICEF Thailand premises.
