Background

Founded in 2007, APCOM is a coalition of members – governments, UN partners, non-profits and community-based organizations – from Asia and the Pacific. We represent a diverse range of interests working together to advocate on, highlight and prioritise HIV issues that affect the lives of gay men, men who have sex with men (MSM) and persons with diverse sexual and gender expressions, including their rights, health and wellbeing.

APCOM is registered as a Foundation in Thailand and has its Secretariat based in Bangkok which carries out the work of APCOM as per our current 2014-2019 Strategic Plan. The plan has four distinct strategic results areas:

  1. Advocacy for sexual health services for our communities, aimed at engaging health policy makers, programme planned and services to scale up their service delivery.

  2. Advocacy for an enabling environment for sexual health and support services aimed at pushing national governments and policy makers to establish MSM and transgender friendly legal environments, to ensure that health services are accessible.

  3. Gathering, generating and sharing strategic information for advocacy, to ensure community and development partners have access to relevant information to generate evidence-based work.

  4. Building a cadre of advocates at all levels, to ensure there is support for current community advocates and to support the development of new emerging leaders.

Summary of the position

The primary responsibility of Senior Manager Communications & Partnerships is to strategically lead APCOM’s internal and external communications efforts and to identify, develop and manage strategic partnerships for resource mobilization and technical cooperation. The Senior Manager Communications & Partnerships is a member of the Management Team and will work closely with the Executive Director and the Deputy Director. The position is also expected to manage and supervise up to 5 team members and work closely with the other units in APCOM to develop upward and downward accountability products for APCOM’s stakeholders.

Role and responsibilities

Communications

· Develop, implement and evaluate integrated communications strategies for the organisation, incorporating online communications and PR events and activities, regionally and internationally.

· Develop relationships with media and public relations agencies to secure and grow media coverage and visibility, both nationally and internationally, including the Executive Director’s profile

· Write press releases for national and international media.

· Monitor press stories relating to the organisation and its community partners.

· Ensure strong implementation and consistency of APCOM’s organisational brand internally and externally.

· Develop innovative communication materials that will help create visibility, broker partnerships and mobilise resources.

· Coordinate the design, printing and distribution of marketing and communication materials for income generation, fundraising and accountability efforts, including annual reports, policy briefs

· Identify and act on opportunities for improvement of existing programmes and services.

· Develop, maintain organisation’s integrated communication database

  • Communication support for campaign development and implementation

· Support campaign implementation and build community awareness by developing key campaign messages for community activities and events.

· Support the campaigns team to successfully execute campaigns and help communicate this information to project donors.

  • Identify and manage partnership and income-generating opportunities

· Together with the Regional Advisory Group and management create a strategic and long-term income generating plan to increase and diversify revenues for APCOM and its programmes, including the formulation of fundraising objectives and targets and in accordance with APCOM’s ethical fundraising principles.

· Implement, monitor and evaluate the income generating plan including fundraising events

· Map and track partnership opportunities in the short, medium and long term with a wide variety of stakeholders.

· Develop and execute MoUs, ToRs and grant agreements for technical and financial partnerships.

· Oversee the planning and execution of special partnership/fundraising events

· Prepare and submit cases for support, grant applications and proposals, and conduct follow up and presentations to successfully secure funding, including submitting concise reports in a timely manner.

· Oversee the administration of a donor mailing list and database.

· Coordinate in-kind donations.

· Monitor thematic, global and regional fundraising and partnership trends.

· Foster an understanding of philanthropy within APCOM.

  • Manage the communications and partnerships budget

· Develop the annual income and expenditure budget for communications and partnerships development.

· Prepare regular reports on progress towards targets, budgets and expenditure related to communication and partnerships and other income- generating activities and recommend changes as necessary.

Qualifications and experience

Essential

· University degree. Candidates with a major in marketing management, communications or business administration will be preferred.

· A minimum of 8 years of experience in a strategic management role for a similar organisation in communications, public relations, marketing, fundraising and/or, event management.

· Highly articulate individual with excellent written communication and presentation skills is essential.

· Experience of engaging with a wide range of stakeholders including government bodies, academic institutions, corporate donors, UN agencies, bilateral/multilateral donors, CSOs etc.

· Ability to multi-task and work under pressure, with limited day-to-day support and a willingness to take on different projects and tasks as need arises.

· Strong ability to manage people and processes and respond to staff’s development needs.

· Strong planning and evaluation skills, including the capacity to analyse data and interpret and apply research and evaluation findings.

· Must have an interest in social media and be abreast with the fast changing nature of social media and ensure that new opportunities for engaging with customers are realized.

Desirable

· Proven ability to lead communications and campaign development strategies in other HIV/ SRHR/ human rights organizations.

· Good understanding of key issues related to the health and human rights of gay men, men who have sex with men and transgender communities within Asia and the Pacific.
