Background
APN+ is a network of People Living with HIV (PLHIV) in Asia and the Pacific. It was established in 1994 as a response to a need for a collective voice for PLHIV in the region, to better link regional PLHIV with networks throughout the world, to support regional responses to widespread stigma and discrimination and to advocate for better access to treatment, care and support.
In early 2014, APN+ concept note to The Global Fund NFM titled Asia Pacific Key Population Initiative was recommended for funding. The concept note covers program activities in nine countries, whereas in these countries HIV epidemic is concentrated among key populations. In spite of the presence of country HIV programs, there is limited evidence on quality of key population HIV interventions at the ground level. This grant embarks to build upon the information base that can be used for advocacy to improve service quality of services and strengthen programmatic approach towards key populations.
The grant will also work to capitalize on the strength of regional networks that are well positioned to advocate on key legal and regulatory issues. The goal of this regional grant is to contribute to a continued reduction in new HIV infections and reduction of HIV related morbidity among members of three key affected populations and people living with HIV in the participating countries. The grant will be implemented by 7 country level SRs and 3 regional SRs and APN+ as a Principle Recipient (PR)
The following are the objectives of the program:
- To build evidence for advocacy on improved quality of HIV prevention and care services to People Who Inject Drugs (PWID) in Cambodia, Indonesia, Nepal and Vietnam
- To build evidence for advocacy on improved quality of HIV prevention and care services to sex workers (SWs) in Bangladesh, Cambodia, Indonesia, Myanmar and Vietnam
To improve understanding of existing community based HIV testing (CBT) services in Bangladesh, Cambodia, Indonesia, Nepal, Pakistan, Philippines, and Vietnam and identify best approaches to CBT in the region
To expand knowledge of TG health status and needs with a focus on HIV in Indonesia, Nepal, Thailand, and Vietnam
Summary Position:
The Finance Officer will take a lead on financial planning, budgeting, building financial systems, developing financial recording and reporting tools, training finance staffs and in overall financial management of the grant. The Finance Officer is responsible to monitor, communicate in collecting reports and fund usage of all financial transaction accurately and ensuring all financial transaction are in accordance to existing the Global Fund policy and regulation The finance officer reports to the Grant Manager of GMU.
Job Responsibilities and Duties:
· To update grant budget, develop budget of sub-recipients and develop a budget-monitoring checklist to monitor compliance.
· Update the approved grant budget accommodating approved reprogramming and changes as the grant moves forward.
· Revise and update the financial reporting tools and systems to improve budget compliance monitoring and overall quality of financial report
· Train financial management staff at PR, SR and SSR level on financial management and reporting.
· In close coordination with M&E manager, prepare Progress Update and Disbursement Request (PUDR).
· Develop a quick-book budget recording and reporting system that caters to the need of donor, and are audit friendly. Ensure that the system generates monthly information that helps Grant Manger to monitor budget management of the grant.
· Consolidate and analyze grant financial report from SRs quarterly and identify issues related to financial documents immediately develop appropriate action plan to address them.
· Provide hands on supportive supervision to SRs and ensure that the financial management continues to improve.
· Provide oversight to PR related bookkeeping and overall accounting practices.
· Take a lead in annual single entity audit process and act as a first point of contact for external auditor. Develop an audit plan, assist external auditors and process procurement request according to the Global Fund procurement policies.
· Provide oversight to PR related bookkeeping and overall accounting practices. Ensure compliance to procurement policies. Monitoring maintenance of asset register according to the Global Fund principles.
Desired Qualifications:
· Thai Nationality with the Global Fund experience will preferable
· Strong accounting background is desirable
· Minimum 5 years of work experience in financial management preferably in the field of health and development.
· 3 Years (inclusive) experience in grant financial management with the Global Fund program.
· University degree in Accounting, Finance or equivalent. Undergraduate degree with seven years of relevant experiences is also eligible to apply.
· Very good command of written and verbal English. Ability to communicate within cross-cultural program.
