****Job Purpose:**** Under the line management of the Base Manager, the Logistics Officer will be responsible for managing the stores and supporting the logistics activities in Bentiu, including the supervision and training of logistics staff. The position holder will lead the continuous improvement of systems in the stores.
Main Duties & Responsibilities
Warehouse Management
- Managing the Concern Bentiu rubhalls (8 rubhalls for storage of Concern programme inputs and pipeline supplies on behalf of other implementing partners in Bentiu POC)
- Ensuring effective warehouse management in accordance with Concern guidelines.
- Ensuring efficient stock management and availability of relevant supply management data
- Ensuring the security of stock through the implementation of effective controls
- Submitting timely and accurate stock reports, clearly identifying Concern items and pipeline items held on behalf of our implementing partners
- Ensuring that stock records are up to date and accurate
- Ensuring that an appropriate filing system is in place and compliant with Concern procedures
- Investigating all stock discrepancies and providing a report of the procedures and findings, along with the supporting stock adjustment documentation and approvals
Transport Management
- Ensuring the fleet is well maintained and available for transport of people and goods, as required
- Responsible for vehicle allocation and movement control in the project
- Overseeing the maintenance and management of the Concern fleet
- Ensuring that spares are ordered in a timely manner
- Ensuring that contracts are in place for any rented vehicles or trucks
- Preparing monthly fleet management and fuel consumption reports
- Monitoring and analysing fuel consumption
- Ensuring all transport management paperwork is completed and accurate e.g. log sheets, daily checklists
- Assessing the condition of the air strip, where applicable and when needed
HR Management
- Participate in the recruitment of stores staff
- Management, supervision and training of stores staff
- Conducting performance appraisals for staff
- Management of casual labourers employed for stores activities
Other Duties
- Providing cover for other Logistics staff when they are away on leave and R&R
- Any other duties that may be requested by the Base Manager
Person Specification
Education, Qualifications and Experience Required:
Essential
- At least one year practical experience working in logistics in the humanitarian field with an NGO
- Experience with emergency operations
- Security awareness
- Fluent in verbal and written English
- Proven ability to train, coach and support staff
- Good technical, managerial and administrative skills
Desirable
- Previous work experience in Africa
- Ability to act as part of a multi-cultural and multi-disciplinary team
- Ability to organise and prioritise work, using initiative when appropriate
- Ability to cope with stress and to work under pressure
- Flexibility, adaptability, good sense of humour and patience
- Ability to work on own initiative and as part of a team
- Willing to live in basic living conditions
