JOB CONTEXT :

Attached to the Asian Desk, the “**Growing Together**” project targets displaced population, in particular vulnerable children with and without disabilities in:

Thailand: 5 Refugee camps in Mae Hong Son and Tak Provinces

Bangladesh: Nayapara and Kutupalong refugee camps, makeshift camps including the makeshift camp and surrounding villages in Ukhiya and Teknaf (sub-districts)

Pakistan: Host communities in Peshawar and Nowshera district (Khyber-Pakhtunkhwa)

Presentation of the countries of intervention:

Bangladesh context (country of Program implementation):

The case of Rohingya refugees in Bangladesh is one of the most complex refugee situations in the world which has been continuing for more than three decades. From early 1991-92, more than a quarter million Burmese (Myanmar) of Muslim ethnic minority, commonly referred to as the Rohingya, sought protection in southeast Bangladesh. As per United Nations Humanitarian Commissioner for Refugees (UNHCR) Camp Population Report Bangladesh on March 2015, Bangladesh hosts 32713 registered refugees from Myanmar's northern Rakhine State. These refugees, who are members of an ethnic, linguistic and religious minority and generally not recognized as citizens in Myanmar, are stateless and reside in the two camps of Kutupalong and Nayapara in Bangladesh's south-eastern district of Cox's Bazar. This population is what remains of the 250,000 refugees from Myanmar who arrived in 1991, most of whom subsequently returned home. The Government estimates that another 300,000 – 500,000 unregistered people of concern from Myanmar live in Bangladesh without any legal status, mostly in the villages outside the camps, in make-shift shanties and slums, particularly in and around the Cox’s Bazar district. Current situation in Maynmar’s Rakhine state resulted in the influx of more than 30,000 refugees in the past months, which is likely to continue.

Pakistan context (country of Program implementation):

Pakistan has important strategic endowments and development potential. However, Pakistan faces significant economic, governance and security challenges to achieve durable development outcomes. The persistence of conflict in the border areas and security challenges throughout the country is a reality that affects all aspects of life in Pakistan and impedes development. Despite some gains Pakistan’s low human development indicators undermine its labor force productivity and economic growth. Access to education remains low and completion rate for primary education is among the lowest in the world. According to official statistics, Pakistan has made substantial progress in reducing poverty. Reductions in poverty have been strong in both urban and rural areas. However, a large mass of the population moved from just below to just above the official poverty line, which is why small improvements in households' real consumption have translated into substantial reductions in poverty.

In Pakistan, more than 1 million persons are internally displaced, meaning that many families with children are moving back and forth between their region of origin, IDP (Internally Displaced Persons) camps and host communities. This project will be implemented in host communities (because official camps do not exist) in both Peshawar and Nowshera district in Khyber-Pakhtunkhwa, a province of Pakistan where more than 125.000 families are internally displaced.

Thailand context (country of Program implementation):

Since 1984, Thailand has hosted displaced people fleeing from different repressive attacks by the Myanmar military government and more recently persons fleeing the economic environment in Myanmar and along Border States.

Although Thailand is not a signatory to the 1951 Refugee Convention, and therefore has no formal, legal obligation to provide protection and assistance to refugees, it has been a major destination country for asylum seekers and refugees from Myanmar for the past decades.

Basic humanitarian assistance and services have been provided by Non-Governmental Organisation (NGO) members of the Committee for the Coordination of Services to Displaced Persons in Thailand (CCSDPT) since 1984, whilst the United Nations High Commissioner for Refugees (UNHCR) has promoted enhanced protection space and services in the camps since 1998.

YOUR MISSION:

Under the supervision of the Regional Project Coordinator (based in Mae Sot), and with functional link to the Quality and PME Advisor within the Impact, Monitoring and Evaluation unit in Lyon, you are responsible for creation of the Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the project, through development and implementation of tools, and providing capacity building for HI and partners’ staff in each country of the project implementation, ensuring quality data collection at country level.

While the position is located in Mae Sot (Thailand), it will require missions to each of the countries where the project is implemented.

As Regional MEAL Officer, your main responsibilities are:

· Establish MEAL management framework, following Handicap International (HI) Project Planning, Monitoring & Evaluation Policy and according to HI commitments to its donors and beneficiaries

· Ensure appropriate management of MEAL products

· Guarantee that Learning and Institutional Knowledge Building are disseminated within HI network and externally

· MEALsupport to country teams

· Representation / coordination: represent HI and promote MEAL unit

YOUR PROFILE:

  • You hold a Master Degree in the field of International Development, information management, with major in M&E and evaluations

  • You have previous experiences in the technical field of child development, protection or education

  • You have a demonstrated knowledge of development and implementation of program monitoring and evaluation (project quality assurance, impact assessment and knowledge management systems)

  • You have at least 2 years of experience in the field of information management, M&E, assessment system in the humanitarian or development sector

  • You show a strong expertise and experience in Project Cycle Management and its operationalization in project development and project monitoring & evaluation

  • You have abilities to adapt and work in multi-cultural contexts

  • You show excellent interpersonal skills, the ability to listen and solve conflicts

  • You have proven capacities in reports writing in English and in developing briefing notes

  • You are organized, responsible and autonomous (with the proven ability on multi-tasking, setting priorities and reaching targets)

CHARACTERISTICS OF THE POSITION :

This position is based in Thailand (Mae Sot). You will travel to the countries’ project sites on a regular basis. The security context may vary significantly according to the countries as reported below:

Bangladesh: The intensification of political turmoil and violence in 2015 resulted in restrictions on expatriate movements.

Pakistan: Security remains a concern in Pakistan and additional security restrictions can be imposed at any moment.

Thailand: Living conditions are fairly good. No specific problem of security. The higher life-threatening risk however remains road safety.

CONDITIONS:

· Startingdate: April 2017

· Lengthof thecontract: 4 months**

· Volunteer status:

  • Volunteering allowances : 1000€ (net)

  • Perdiem allowances : 641 € (net)

  • Insurances: health coverage, planning, repatriation, retirement (if senior volunteer).

  • Paid holiday : 25 days per year

  • R&R : 1 day per month

  • Status : this position is unaccompanied

  • Housing : Collective taken in charge by Handicap International
