MISSION

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. The mission budget for 2015 is forecasted to be around 6 M€, with 2 operational bases: Malakal (Upper Nile State) and Juba (Central Equatoria State) + the coordination team in capital. The team consists of around 17 expats and 120 national staff.

RESPONSIBILITIES

Due to the volatile security context, challenging climate conditions and lacking infrastructure, the logistics department faces many challenges in providing support to all programmes. In addition, the department needs to increase the capacities of national staff to be able to act more pro-actively in addressing program needs. The deputy logistics coordinator will mainly manage logistics in Juba and support the Logistics coordinator in general organization of the department, and specific support needed to the bases.

Under the supervision of the Logistics Coordinator, the Deputy logistics coordinator will:

  • Back up the Logistics Coordinator in guiding the mission logistics activities.
  • Support the logistic assistant supply chain and logistics assistant of fleet & premises in their tasks. Build the capacity of personnel through mentoring, coaching, training and providing on-going technical assistance and support.
  • Support closure and handover of bases.
  • Assume the responsibilities of the Logistics Coordinator in case of his/her absence.

PROFILE

Experience

  • Bachelor’s Degree (or equivalent) in Logistics, business, Technology, or Management
  • 3-4 years of experience as Logistician in an NGO or similar
  • Experience in conflict/post-conflict contexts, with consequent experience in supporting emergency response

Skills

  • Knowledge of supply chain management in hard to access locations
  • Familiarity with budgets development and management
  • Good knowledge of SI logistics procedures
  • High management abilities, in particular team management skills and capacities to provide distance technical support
  • Good stress management
  • Experience in working in political and security volatile environment
  • Knowledge of mechanics, radio and satellite communication equipment
  • Knowledge of IT (hardware and software PC)
  • Experience in computer maintenance and network set-up

Language

  • Fluent in written and spoken English. Arabic/Juba Arabic and French will be added advantage.

Computer skills

  • Good knowledge in MS Office package: MS Word, MS Excel, MS Power point, Microsoft Outlook. Good computer trouble shooting skills.

CONDITIONS

Salaried post: According to experience starting from 1800 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

– Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

– Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
