The Mekong River Commission
The Mekong River Commission (MRC) was established by the 1995 Agreement on Co-operationfor the Sustainable Development of the Mekong River Basin, between the governments of Cambodia, Laos, Thailand and Viet Nam. In accordance with this Agreement, the Mission of MRC is: “To promote and coordinate sustainable management and development of water and related resources for the countries’ mutual benefit and the people’s well being by implementing strategic programmes and activities and providing scientific information and policy advice.”
The MRC Secretariat (MRCS) is the technical and administrative arm of the MRC. It provides technical and administrative services to the JC and the Council to achieve the MRC’s mission.
The Environment Division
The Environment Division (ENV) is a cross-sectional division of the MRC which generates data, information and knowledge in order to balance economic development and environmental conservation in decision-making. In addtion to establishing systems for monitoring the Basin’s environmental health, improving policies and legistration, encouraging co-operation among the riparian countries, the programmes is also in charge with climate change activities, increasing environmental and climate change awareness amongst the public.
The MRC Climate Change and Adaptation Initiative (CCAI) is a collaborative regional initative of MRC member countries aiming to support the countries in adapting to the new challenges posed by climate change with the objective of guiding climate change adaptation planning and implementation through improved strategies and plans at various lelvels and in prioritiy locations throughout the Lower Mekong Basin (LMB). The CCAI Framework has been approved by the MRC Council Members on January 2011. CCAI will continue its implementaton from the Immedaite Phase to the First Phase of 2011-2015. Under this framework, the CCAI office of Climate Change and Adaptation (OCCA) is established within the MRC Environment Division to undertake the coordination and facilitation of the CCAI implementation and provide the secretariat service for the CCAI Steering Committee and Regional Techinal Working Group.
Job Summary
The incumbent will provide administrative and technical assistant to the National CCAI Coordinator under the overall supervision of the Director or Secretary General of the National Mekong Committee Secretariat. He/she will work on supporting the coordination and implementation of CCAI activities at national level including but not limited to planning, coordination, scheduling, monitoring and following up activities in the CCAI.
Key Responsibilities
The assistant will work closely with the National CCAI Coordinator to support the coordination and implementation projects and activities under CCAI at national level. The primary key responsibilities will be to;
· Assist in facilitating and coordinating CCAI arrangement and implementation at the national level such as meetings, workshops, trainings, needs assessment, local demonstration activities, basin-wide/ transboundary climate change pilot, etc.
· Assist the National CCAI Coordinator in coordination and management of participation of line agencies, especially link with the national climate change office, experts, academic and research institutes, other development partners at national level, and NGOs working in the field of climate change adaptation at community level.
· Assist in updating the national climate change policy, strategy, plan, and activities and other related activities and keep informed the MRC CCAI.
· Regularly update and communicate with the climate change and adaptation network at national level and the MRC CCAI.
· Assist the National CCAI Coordinator in preparation of reports both English and Thai language for submission to the Director or Secretary General of the NMC Secretariat to keep them informed of CCAI.
· Any other duty required by the National CCAI Coordinator that contributes to an effective coordination of the MRC CCAI
TASK
· Assist in review and comment the climate change policy, strategy, workplan, and activities to inform National CCAI coordinator
· Assist National CCAI Coordinator to coordinated with related programme in TNMCS such as IKMP,FMMP to collaborate on the activities that relevant CCAI under CCAI PIP
· Attend as observer to monitoring at national/local climate change activities such as tools, collect data, conduct review, interview, and consultation workshop
· Assist National CCAI Coordinator in preparation of the draft and final proposal and estimated budget from countries level (national and local) to submission for final approval from CCAI MRCS
· Assist National CCAI Coordinator to reviews proposal from local demonstration site (national level), especially cost plans/ budgets prior to submission for final approval from CCAI MRCS
· Assist National CCAI Coordinator to reviews and monitoring the expenditures of implementation process of local demonstration site from Water Resources Regional Office and National Working Group
· Assist National CCAI Coordinator to review contracts and TORs of Regional Technical
Working Group, CCAI expert and other national specialize staffs for CCAI
· Assist National CCAI Coordinator to provide comments on the CCAI activities and
National/ local climate change adaptation plan
· Translated all document to Thai language (Minutes, TORs, Agenda, Handover, etc.) from MRC CCAI that needed in the national meeting level
· Maintain and Procurement of Office Supplies for CCAI
· Compiles, summarizes ,maintain CCAI file both paper and electronics and present basic information/data on CCAI project and related issues of MRC
· Any other duty required by TNMCS such as arrange accommodation and logistics matter and work/duties out of the above mentioned.
Scope of Authority
(a) Supervision requirements: The incumbent has no supervision mandate.
(b) Level of autonomy: has no decision making, but directly deliver qualified support to the National CCAI Coordinator.
(c) Level of problem solving required: Problem solving is moderate.
(d) Level and type of communications required: Communications are wide, within and outside the organisation, and include routine written communications.
Competence Requirements

Post-Specific Qualifications
· University degree in environmental sciences, natural resources management, social sciences, climate change and adaptation; or other related fields.
· At least five years experience from integrated, i.e. regional, national and inter-sectoral, water management for sustainable use and consumption.
· Knowledge and experience in climate change and adaptation planning and policy formulation, project management work is desirable. Experiences on community based adaptation would be advantage. Fluency in English (writing and speaking) is required
