Short Term Consultancy for Training Session Evaluation, Collection of Best Practices, and needs assessment of potential members

Duration of Contract: up to 15 days of inputs

Expected Duration of Assignment: June 2017

Background:

The Code of Conduct for the Protection of Children from Sexual Exploitation in Travel and Tourism is an industry-driven responsible tourism initiative with a mission to provide awareness, tools and support to the tourism industry in order to prevent the sexual exploitation of children.

Violence against children happens everywhere, in every country and across all social groups. The Code encourages the practice of responsible, sustainable tourism by tourism companies from around the world. By enacting responsible policies, members of The Code play an essential role in protecting children from the sexual exploitation that is particularly prevalent in this industry. Tourism professionals therefore have the unique opportunity to stop child sex tourism its tracks.

In order to achieve the goal in protection, it is necessarily for people involved in this industry to have a good understanding about the issue and how to stop it. The Code’s team and local partner network provides support, guidance, best practice examples, and online tools to make these actions as easy and effective as possible.

The Code and UNICEF are working together to raise awareness on the issue of SECTT and encourage business sector to take action in prevention. As part of this cooperation, a number of training sessions have been conducted for up to 50 staff and managers in the tourism industry in Thailand.

Following the training sessions, it is important to evaluate the impact and result from people who attend the session to see how successful and changes that happen after staff have been trained. It is also important to capture the knowledge of participants on the specific situation in Thailand, in order to produce a set of good practices to share with others in the industry.

Objectives

To gain an understanding of the effectiveness of the training session under the UNICEF Thailand project; to learn from the training session and other sources about best practices and response in Thailand, and to gain an understanding of the needs and membership decision-making processes of potential members of The Code in Thailand.

Task and Responsibilities:

The consultancy is expected to:

  1. Review and evaluate the feedback from the training sessions (Phuket and Pattaya), including the development of an evaluation framework

  2. Collect information from participants who attended the training session, and from the training consultant, by interview or other methods. This will include questions establishing companies’ willingness to pay for membership of The Code (or similar organisations) and decision-making process around membership

  3. As part of the interview process from participants, conduct a needs assessment for companies in Thailand, covering factors in the decision-making process around applying for membership of The Code. These may include financial, reputational, branding and other factors

  4. Follow up news of SECTT and The Code published online, to be able to share information with current and potential members

  5. Translate material established by members into Thai such as Sub contract that the organization/company put to implement the Code, for use as templates for current and future members

  6. Convert the Implementation plan / template of the Code members in Thailand into Thai

  7. As part of 1-6 above, gather examples of good practices from individuals and companies in combatting the issue of SECTT

Deliverables:

  1. Evaluation report of the training sessions

  2. Collection of example and best practices from members and other stakeholders

a. Preventing cases of SECTT

b. Identify potential cases

c. Dealing with cases or Responding to cases

  1. Summary of findings from need assessment, identifying factors in decision be companies to join (or not to join) The Code

  2. Resulting evaluation report and collection of good practices will be provided in both Thai and English versions

Qualifications and experience:

The applicants are expected to have:

● Higher education qualifications in Human Rights or child protection or advocacy

● Knowledge of issues related to human rights

● Knowledge and experience of issues of child protection and technical child support

● Experience in private sector engagement in implementing child protection policies

● Ability to use Thai and English
