The Assistant Repatriation Officer will serve as a border-wide focal point for supporting colleagues in all four UNHCR Field Offices (Mae Hong Son, Mae Sariang, Mae Sot and Kanchanaburi) on voluntary repatriation and related issues, including information management. Based in Field Office Mae Sot, the incumbent reports initially to the Senior Field Coordinator (P5), and will have a supervisory responsibility for UNHCR staff working in the Information Management Unit (IMU). She/he will work closely with the Protection Officers / Heads of Field Offices, the Repatriation Officer and the Senior Field Coordinator to help ensure that UNHCR operational standards and protection principles in repatriation - and directly related activities such as information management - are upheld.

The Assistant Repatriation Officer will also provide supervisory support to the IMU in the production and dissemination of information to the refugee community, including but not limited to Protection and Programme information. She/he will assist the Repatriation Officer and IMU staff to maintain data standards in the compilation and analysis of information from all relevant sources.

PURPOSE AND SCOPE OF ASSIGNMENT

Accountability (key results to be achieved):

· UNHCR voluntary repatriation policies and Standard Operating Procedures (SOPs) are applied.

· Planning and implementation is undertaken together with the refugee community and relevant stakeholders.

· Age, Gender and Diversity as well as participatory approaches to repatriation are implemented.

· UNHCR delivers reliable, accessible and user-friendly information to the refugee community.

Responsibility (process and functions undertaken to achieve results):

· Help to ensure that refugees are able to make well-informed decisions on voluntary return, based on up-to-date information on the conditions in the country of origin.

· Implement activities in accordance with the voluntary repatriation strategy (and UNHCR's Myanmar-Thailand Strategic Roadmap), ensuring that the return is voluntary and takes place in safety and dignity.

· Organize and support consultations with refugees on all aspects of the voluntary repatriation operation.

· Help develop SOPs and also prepare documents (including the Voluntary Repatriation Form).

· Mainstream AGD and ensure the full participation of refugees in matters relating to their own protection.

· Comply with UNHCR’s policy priorities, such as those related to persons with particular vulnerabilities.

· Participate in the relevant coordination processes and help mobilize support to the voluntary repatriation.

· Liaise with government officials concerned with the voluntary repatriation process (NSC, MFA, MOI, RTA).

· Help develop the necessary data standards for voluntary repatriation.

· Support the analysis of processed data and information and perform data quality control.

· Facilitate the analysis of cross-border information between Thailand and Myanmar.

· Share UNHCR data with partner agencies and maintain the web-portal information.

ESSENTIAL QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

· Thai national only

· University degree in Political Science, Social Science, Law, International Relations or related fields with good knowledge of refugee issues and Human Rights doctrine.

· Two years previous relevant job experience.

· Knowledge of the UN system and the humanitarian community.

· Skills to support the analysis of statistical information.

· Strong Excel spreadsheet skills (e.g. pivot tables, functions, etc.).

· Good reporting and writing ability.

· Excellent knowledge of English and working knowledge of another UN language.

· Very good knowledge of local language and local institutions is essential.

· Experience in web design and software development is an asset.

· Experience with relevant software such as ArcGIS, SPSS, SQL Server, and/or proGres is desirable.
