Introduction
The Joint Monitoring and Evaluation Commission (JMEC) in South Sudan, was inaugurated in November 2015. Its remit, under the terms of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (“Peace Agreement”), signed in Addis Ababa, Ethiopia in August 2015, is to monitor and oversee all aspects of the implementation of the Agreement by the Government of the Republic of South Sudan and the Sudan People’s Liberation Movement/Army in Opposition (SPLM/A - IO), as well as other signatories.
This UK-funded project provides technical assistance to JMEC, as well as targeted subsidiary bodies; such as the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM).
The position
Reporting to the Deputy Chief of Staff (Strategy, Monitoring and Evaluation), the Advisor on Humanitarian Affairs manages the work of JMEC in accordance with the Humanitarian provisions stipulated in Chapter III of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS). Within the Humanitarian thematic area, the Advisor has competence to monitor and evaluate the work of the pre-transitional and transitional institutions relevant to the Humanitarian Chapter. He/she is the working level liaisons person with counterpart ministries, institutions and agencies in the Transitional Government of National Unity, and shall participate in the work of JMEC’s thematic working committees and working groups as established.
Specific tasks include, but are not limited to:
In coordination with the JMEC Deputy Chief of Staff (Strategy, Monitoring and Evaluation) and instructions of the Chairperson, Deputy Chairperson and Chief of Staff, the Advisor follows up the progress of the Humanitarian Chapter implementation by the Transitional Government of National Unity.
Serves as the JMEC primary liaison person to the Transitional Government of National Unity on Humanitarian cluster and the Pre-Transitional and Transitional institutions and mechanisms created by the Agreement, within the Humanitarian sector and assesses compliance with the Agreement by the Transitional Government of National Unity and by the Pre-Transitional and Transitional Institutions and mechanisms; reports on the work of these institutions and mechanisms to the JMEC leadership; identifies needs for assistance of the institutions and mechanisms as appropriate.
Advises the JMEC Leadership, on challenges and deficiencies in the work of the Pre-Transitional and Transitional institutions, and identifies opportunities for correction, where appropriate.
The Humanitarian Advisor contributes to reporting requirements of JMEC to national and international interlocutors as provided for in Chapter VII of the ARCSS.
Contributes to development of JMEC reports, policy, working papers and memoranda as shall be required from time to time.
In coordination with the Chief of Staff and the Deputy Chiefs of Staff, the Humanitarian Advisor liaises with international partners on relevant Humanitarian issues, and collaborates with external subject matter experts and consultants, where necessary.
Serves as Secretary to the Humanitarian thematic working committee.
Assists the JMEC Chairperson, Deputy Chairperson and the Chief of Staff with all other tasks, as shall be required and assigned.
