Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The IOM X Campaign is a multimedia initiative under IOM to raise awareness and contribute to the prevention of human trafficking and the promotion of safe migration. The overarching objective of IOM’s X Campaign is to inspire social resilience to human exploitation and trafficking in persons in the Asia Pacific Region, and to strengthen the individual adaptive capacity of young migrants and aspirant migrants. The IOM X Campaign programme consists of five components: Research and Learning; Media Content and Distribution; Live Engagement; Digital Engagement; and Monitoring and Evaluation. All five components together form a strategic communication framework response to effect positive behavior change through disseminating key information to raise awareness about human trafficking.

The IOM X Campaign is headed by the Regional Migrant Assistance Specialist/ IOM X Campaign Project Manager who is based at the IOM Regional Office for Asia and the Pacific in Bangkok, Thailand (RO Bangkok). The IOM X Campaign team, therefore, is established as a project unit within the RO Bangkok structure.

Under the overall supervision of the Regional Migrant Assistance Specialist at the RO Bangkok, the direct supervision of the IOM X Campaign Programme Team Leader, the incumbent will ensure the application of a robust Communication for Development (C4D) approach across campaign activities, including the development of tools and internal capacity for C4D under the IOM X Campaign. With the support of the IOM X Research and Learning Officer, he/she will ensure that the necessary quality assurance mechanisms are in place with regard to the strategic design, production and implementation/ distribution of high-quality behavior change communication materials, specifically with regard to video content, outreach activities, digital content, etc. All activities will be carried out in coordination with the relevant IOM Country Offices (COs), Headquarters (HQs) departments, Manila Administrative Center (MAC)

departments, and the RO Bangkok, including the Senior Media and Communications Officer/ Spokesperson at the RO Bangkok for media-related activities. The scope of all media-related activities carried out will be strictly limited to the IOM X Campaign Programme framework.

Core Functions / Responsibilities:

Develop and implement Communication for Development (C4D) activities:

• Inform the strategic planning and implementation of IOM X campaign activities.

• Develop evidence-based Creative and Message briefs to inform IOM X content and activities, for both internal and external production stakeholders.

• Lead the creation and implementation of C4D methodology materials including best practice case studies, toolkits, and workshop facilitation guides for all activities and communication platforms to ensure that content has a behavior change focus and is of high quality.

• Oversee the development and implementation of both qualitative and quantitative Research and Learning activities, in close coordination with the Research and Learning Officer, to inform the development of all IOM X media activities and content to ensure quality and relevance.

Monitoring and Evaluation:

• Work closely with the Research and Learning Officer to design and implement appropriate monitoring and evaluation activities, such as surveys, interviews, focus group discussions, Knowledge, Attitude and Practice (KAP) surveys, consultations, etc.

• Conduct robust analysis and ensure that findings from all research and tracking (i.e. media monitoring and digital analytics) are reflected in reports and used to inform ongoing and future campaign activities

Capacity development, knowledge management and research

• Manage and organize Research and Learning library; including briefing documents, summary literature reviews on TIP trends, factsheets, presentations and reports for internal briefings and external stakeholders.

• Support the design, organization and implementation of capacity development initiatives, training materials, workshops and activities to build capacity and competencies in C4D and BCC among IOM staff, partners and government representatives.

Partnership Building:

• Develop research and C4D partnerships on behalf of IOM X for the aim of distributing

Research and Learning resources more broadly.

• With the support of the Research and Learning Officer, tailor research findings and reports to benefit diverse campaign partners and to ensure that community based stakeholders are kept informed of impact of joint campaign initiatives

• Support the Programme Team Leader in building relationships with other organizations from across industries through participation in meetings, forums and conferences.

Other duties:

• Support the Programme Team Leader in the implementation of Campaign initiatives where appropriate.

• Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

•Master’s degree in communication for development (C4D), Behaviour change communication (BCC), the social/behaviour sciences (Sociology, Anthropology, Psychology), Monitoring and Evaluation, or a related field from an accredited academic institution with 2 years of relevant professional experience; or

• University degree in the above fields with 4 years of relevant professional experience

Experience

• A minimum of 2 years of work experience in C4D and/or BCC, preferably in ASEAN region.

• Experience of working on humanitarian or development issues, preferably related to migration and/or human trafficking;

• Experience with designing and implementing Monitoring and Evaluation and/ or

Communication Evaluation activities is strongly preferred;

• Prior experience with conducting diverse research activities including qualitative (i.e. conducting in-depth interviews, focus group discussions, etc.) and quantitative research (i.e. surveys);

• Excellent English writing skills and strong analytical skills;

• Proven experience as a workshop facilitator;

• Experience working in an international environment is essential; Asia country experience is strongly preferred;

• Experience of working on media and/or public awareness campaigns is essential;

• Strong interpersonal skills; ability to present research findings at public events.

• Strong computer literacy with good knowledge of Microsoft Offices, especially Excel, PowerPoint, Word and Internet Explorer.

Languages

Fluency in English required. Working knowledge of Bahasa Indonesia, Bahasa Malaysia, Bangla, Khmer, Laotian, Tagalog, Thai, Vietnamese or other languages relevant to the Asia Pacific Region is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
