Norwegian People’s Aid (NPA) in South Sudan
Norwegian People’s Aid (NPA) is a politically independent membership-based organisation working in Norway and in more than 30 countries around the world. Founded in 1939 as the labour movement’s humanitarian solidarity organisation, NPA aims to improve people’s living conditions and to create societies that are more just and more democratic. NPA has worked in South Sudan since 1986. The current portfolio consists of three Programmes: Civil Society Development, Rural Development, and Emergency Response. NPA South Sudan has around 200 staff and an annual turnover of close to 20 million USD.
Scope and purpose of the evaluation – Civil Society Development Programme
The backbone of Civil Society Programme in South Sudan is the four-year Cooperation Agreement with Norad (2016 – 2019). This evaluation will serve as a mid-term evaluation of this Agreement, but the scope of the evaluation is to look at the NPA South Sudan approach to civil society development as a whole and its longer term impact – which also includes shorter-term projects funded by Norad and other donors. The findings and recommendations from the evaluation will be used by NPA South Sudan and NPA Head office to inform strategic development of the Civil Society Programme.
The evaluation shall particularly evaluate the ongoing three year Oil for Development (OfD) Programme (Norad 2016 – 2018). The evaluation of OfD South Sudan will feed into an evaluation of NPAs global OfD programme to be conducted in 2018. The details of the result frameworks will be shared with the consultant once they have been contracted for the assignment
The evaluation is expected to consider the evaluation criteria sustainability, efficiency, effectiveness, impact and relevance, however the evaluation must focus in particular on the evaluation questions specified in the Terms of Reference. The evaluator is expected to give recommendations for improvements of the programme based on the findings.
Methodology
Partners, location for field visits, and target groups for in-depth interviews will be selected in cooperation with NPA South Sudan. The consultant will design the details in the methodology in cooperation with NPA South Sudan when the locations and the target groups have been decided upon. The methodology will take into account the following elements: • Desk study (project proposals and reports, evaluations and external reports and NPA tools that are used in the programme, 2016 and 2017 feedback surveys for NPA partners) • Interviews, groups interviews with NPA staff, partners, beneficiaries, local authorities and other stakeholders. • Visit two to three locations in South Sudan, in addition to Juba • Feedback of findings to reference group in Juba before finalization of report.
The evaluation will have a strong learning aspect and should therefore apply participatory methods that will include NPA staff. The main findings should be presented both to the Oslo Head Office and the Juba office before the final version of the report is written.
Evaluation Team
The evaluation team will be composed by external consultant(s) with a team leader who has the overall responsibility for data collection, field studies and the final writing of the evaluation report. One program staff from NPA South Sudan will be appointed as a focal point, and will assist in planning, preparation of field studies and partner interviews.
Required qualifications and experience
• More than 5 years’ experience in project evaluation • Knowledge about South Sudan • Experience of working with civil society/social movements and ways of organizing • Experience and understanding of partnership and capacity strengthening approaches. • Conflict- and gender sensitive programming • Results-based frameworks, systems and indicator development
Deliverables
• One Inception report – After a review of initial documents, the consultant should produce and submit an inception report (10 pages maximum) which should include the conceptual framework to be used in the evaluation, the key evaluation questions and methodology, including information on data sources and collection, sampling and key indicators. The inception report will also include a timeline for the evaluation project and drafts of data collection instruments. • A draft final report with executive summary, clear recommendation to be produced and presented to NPA. The executive summary should summarize key findings and recommendations and needs to be submitted as part of the final draft report. • The final report should not exceed 30 pages, including an executive summary. Details on methodology, list of interviews, etc. can be compiled in an attachment. The report shall be written in English.
Timeline
• Deadline to submit proposal to NPA is May 13th • An inception report is to be submitted to NPA by June 8th • A draft report is to be submitted to NPA for comments by July 30th • A final report, including a section of the main findings and recommendations for further action, is to be submitted to NPA by August 13th.
Estimated number of working days: 40 – including 2-3 weeks in South Sudan
Management in NPA South Sudan will appoint a project group for the evaluation who will organise field visits, appointment with interviewees, transport, accommodations, etc.
Budget
Budget Accommodation and in-country flights will be covered by NPA. Everything else shall be included in the proposed budget. The budget must not exceed 30 000 USD

• A detailed expression of interest that includes a brief summary of previous evaluation experience, a description of the approach to the evaluation, and a proposed methodological outline (maximum 4 pages);
• A work/activity plan (1 page maximum);
• A Curriculum Vitae;
• A detailed budget/Financial proposal
• Examples of at least two similar previous assignments (including the award letters for the assignments) ;
• Two referees for programme evaluation work completed in the last year
Incomplete applications will be excluded from further consideration.
