Program Coordinator Protection and Education - South Sudan

INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

Location: Juba – South Sudan, with frequent visits to the project locations

Reporting to: Head of Mission (HoM)

2. General context of the mission

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba with several field bases in Jonglei State (Bor, Pibor, Lankien, Yuai, Waat and Akobo), in Western Equatoria State (Yambio) since 2009, in Upper Nile State (Malakal) since 2011 and Unity State (Bentiu).

The main areas of intervention are Protection, in particular prevention and response to GBV and child protection in Upper Nile States and Jongley State, where INTERSOS is also GBV sub-cluster Focal Point and leading the GBV response in the State; Education, INTERSOS is one of the main partners of UNICEF in promoting education as a part of emergency response and leading the EiE Cluster in Jonglei, Unity and Upper Nile States, while acting as focal point agency in Jonglei for Education in Emergency interventions; Shelter/NFIs, these activities involve the assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution, kit use monitoring and construction/rehabilitation of emergency shelter; WASH, mainly construction/rehabilitation of water facilities (e.g.: wells, pipe schemes), rehabilitation of latrines and sanitation/hygiene promotion.

The priority for INTERSOS in South Sudan is to be a relevant humanitarian actor with regard to the already massive and possibly increasing emergency and to do so the mission counts on about 20 international and 200 national staff.

3. Responsibilities and tasks

The Program Coordinator for Protection and Education assists the HoM in his daily tasks with particular attention to the following sectors: Protection (including CP) and Education (including EiE) coordinator. In particular he/she will monitor the correct application of internal and donor procedures, participation in meetings at national level, supporting the HoM in the negotiations with donors, constant visits to the field bases, management and coordination of expat personnel, ensuring coordination among the different field offices, direct communication with Region/HQ in respect of the above.

In addition the Program Coordinator for Protection and Education, is supporting the HoM and the Project Managers in the process of writing and submitting proposals, monitoring and evaluating the implementation of activities, improving and strengthening - on one side - the capability of INTERSOS to implement programmes and activities and - on the other side - the capacity and competence of both individuals and working groups within the mission. The Program Coordinator for Protection and Education should also guarantee the strict observance of INTERSOS internal procedures as well as to main donors’ rules and regulation. At this regard she/he is in charge of ensuring the respect of projects reports deadlines and commitments foreseen by MoU and Agreement stipulated with international donors and agencies.

Finally the Program Coordinator for Protection and Education can represent the Organization in the Country in agreement with the HoM.

The main tasks of the Protection/Education sectors coordination are:

· Work with the mission protection team to strengthen the Protection sector in INTERSOS Southern Sudan

· Supervise, train and coordinate national and international INTERSOS protection and education team (Education and Protection PMs, protection/education officers, GBV manager, psychosocial counselors, etc.) to ensure the correct implementation of the Protection and Education country Programme

· Work to integrate Protection and Education into other program sectors; work with HoM to ensure that all programs are contextually appropriate and consider and apply protection and education principles to their activities

· Participate regularly at the National Protection and Education clusters meetings in Juba and at the State Protection and Education cluster meetings at States level

· Participate at the National Protection sub-cluster, GBV, Education/EiE and Child protection and at the State Protection sub-cluster GBV and Child protection meetings in State level whenever the respective PM and officers are operating in the remote areas

· Represent the Protection and Education program with national authorities, non-state actors, UN agencies, NGOs, donors, etc.

· Oversee the timely implementation of grants, submission of reports and management of budgets, including budget forecasting, development of spending and work plans and indicator tracking sheets

· Participate in the development of budgets for education/protection program proposals in conjunction with the finance department at Juba level

· Make sure the rolling out of the CP&GBV IASC guidelines, CP, GBV IMS, GBV coordination handbook

· Organize a training work plan together with the protection officers and GBV manager on Protection and human rights and GBV prevention, response and coordination for national staff and members of CBOs

· Join inter-agency assessments and South Sudan protection cluster Rapid need assessment (SSPCRNA) when relevant as a support to the Protection team in both States

· Prepare protection monitor reports (weekly/monthly reports) and reports on the progress of the activities. Prepare thematic reports on protection risks along with the protection officers and GBV manager when relevant

· Follow up closely along with the Protection PM and protection officers the management of the GBV Information Management System to make sure that gender based violence cases are recorder in a systematic manner by the database clerk.

4. Required profile/experience

· Advanced University Degree in Social Science, Law or other related field

· At least 5 years of experience at national and international level in protection/child protection. Knowledge of CP and GBV issues and GBV – IMS and family reunification processes

· Experience in implementation of activities funded by UN donors or ECHO in humanitarian emergencies

· Ability to prepare concept papers and project proposals in accordance with the standards required by INTERSOS and donors

· Well organized with good administrative and financial skills

· Fluent English written and spoken

· Capacity to work in volatile security environment and to adapt to basic living conditions
