The Protection Associate reports to Assistant Regional Representative (Protection). He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. S/he contributes to the implementation of the RO’s operations plan and regional protection strategies and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
The Protection Associate also ensures that in countries covered by the Regional Representative persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. In countries coordinated by the Regional Representative the Protection Associate supports RO efforts to ensure operations involve persons of concern in the planning and implementation of their programs.
Functional Statement

- The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.
- Protection activities are guided by UNHCR regional and country protection strategies.
- Focus is on support to the activities of the protection unit in furtherance of the key objectives on (1) RSD and temporary protection, (2) durable solutions (in particular refugee access to labour migration schemes), (3) engagement with regional organizations, (ASEAN and the Bali Process) and (4) reducing statelessness
Responsibility*\**(process and functions undertaken to achieve results)***
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Conduct research and provide analysis on protection issues.
- Liaise with competent authorities as directed.
- Assist in conducting eligibility and status determination for persons of concern.
- Contribute to measures to identify, prevent and reduce statelessness.
- Act as focal point for statistical reporting for regional protection unit
- Contribute to regional level efforts on urban refugees
- Monitor Standard Operating Procedures (SOPs) for protection/solutions activities and assist with documenting follow up on goals of the protection unit.
- Assist in supporting durable solutions opportunities for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
- Contribute to effective information management within the unit and externally, as directed- Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national and regional protection related legislation and procedures.

Qualification Requirements
Thai national is preferred.
Essential:
Education: Completion of secondary school. Additional certificate/training in International Law, Political Science or related field is required.
Job experience: Relevant to the function: 6 years.
Fluency in English and working knowledge of another relevant UN language or local language.
Desirable:
- Detailed knowledge of SE Asia region.
- Fluent written English.
- Strong computer skills, including graphics.
- Solid knowledge of protection principles.
- Superior "people skills".
