Trocaire wishes to announce a vacancy in the partner organization within the Emergency Response Programme in Africa. The post holder will be recruited by Trocaire partner working on a large humanitarian intervention based in Sudan/South Sudan. The Partner has been working in this region in providing quality clinical care to the conflict affected population through out-patient and in-patient care, including surgery and laboratory facilities.

Purpose

The partner organization has been operating in South Sudan/Sudan since 2008, providing quality clinical care to the conflict affected population through out-patient and in-patient care, including surgery and laboratory facilities. The partner organization has has expanded its services through outreach support to rural primary health care facilities and has strengthened the capacity of community health volunteers (CHVs) in health promotion activities. The Programme Coordinator for Health Outreach is responsible for the overall management of the Outreach Programme including developing the strategic direction of the programme and building capacity of relevant actors to meet the critical health care needs of the rural communities, men, women, girls and boys.

Key Responsibilities

  1. Programme planning and development– Ensure appropriate systems for programme development and planning are in place with appropriate resources and schedules for effective programme delivery. Design ORP health interventions that address the critical health care needs of the rural communities (men, women, girls and boys). Research, develop and write project proposals with project staff. Ensure evaluations and learning from previous programmes are taken into account in new programmes.
  2. Programme implementation- Ensure implementation, logistics and budget plans are in place regularly monitored and adjusted, document and file relevant information, monitor progress and communicate with appropriate stakeholders ensuring effective participation of beneficiaries. Coordinate in strengthening primary health care services and communicable diseases prevention and control in the rural and conflicted affected communities, and provide guidance when needed. Conduct rapid assessments of potential outbreaks of diseases as indicated. Manage ORP resources and assets including store of drugs and supplies, prepare and submit procurement orders in advance for approval.
  3. Programme Monitoring and Evaluation– Establish a system of monitoring project activities, outputs and outcomes ensuring quality standards are achieved, ensure deliverables are on time; resources are managed and used effectively. Develop annual/baseline surveys to measure outcomes and impact of the ORP interventions. Conduct health data analysis and write bi-annual health data analysis reports. Conduct regular supervisory visits to the PHC facilities for support and monitoring of the programme. Conduct data analysis of monthly morbidity reports from the rural clinics, identify trends and develop activities in response as required.
  4. Reporting- Ensure reports are completed in a timely and quality manner to organisational and donor standards using appropriate templates.
  5. Budget management & compliance to donor and organisational standards– Ensure all resources are allocated appropriately and used in timely and compliant manner, regularly review budgets against project activities, monitor and report ensuring compliance to organisational and donor standards.
  6. Staff and Programme Performance Management- Ensure appropriate plans are in place, manage the achievement of the plans and manage poor performance with support of line and HR Manager. Supervise and support ORP Senior Programme Officers in monitoring of project activities through indicators and ensuring the implementation remains in line with annual work plans and project budget. Build capacity of the ORP team members through on-job coaching and training, conduct monthly team meetings.
  7. Representation - Represent the organisation to local authorities and community, attend relevant monthly senior management meetings.

Personal specifications

· Public Health professional / medical doctor with minimum 3 years’ experience in primary health care in rural African settings.

· Experience in primary health care/public health programs in disaster affected areas, Experience in community health, health education and health promotion

· Sensitivity to the needs and priorities of conflicted-affected populations.

· Strong leadership skills and team management skills.

· Adaptable, flexible and mature in judgment.

· Good assessment, analytical, planning and reporting skills. Skilled in monitoring and evaluation tools and data analysis

· Have ability and motivation to travel and work long continuous days in remote villages

· Skilled Facilitator and Trainer

· Skilled in coordination with local authorities

· Excellent English language skill. Proficiency in Arabic is an advantage

· Proficiency in Microsoft Office package.
