The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable throughout Canada and the world, is currently seeking a Health Delegate, for its Water, Sanitation and Hygiene and Maternal Newborn and Child Health project (MNCH) in Warrap State, South Sudan.

Reporting to the South Sudan Health Project Manager, the Health Delegate will be responsible for the development and execution of Mother Newborn Care (including Misoprostol management), Community Based Health and First Aid (CBHFA), Water, Sanitation and Hygiene and Outreach Activities components of the CRCS MNCH project in South Sudan. The position will also provide technical assistance to other stakeholders and partners in MNCH in the country.

DUTIES APPLICABLE

  • Actively work towards the achievement of the Delegation’s goals.
  • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
  • To uphold the Fundamental Principles of the Red Cross / Red Crescent movement and comply with the Code of Conduct and policies.
  • Perform any other work related duties and responsibilities that may be assigned by the supervisor.

KEY RESPONSIBILITIES

Management

  • Manage the implementation of the Maternal Newborn Care (MNC), CBHFA, Outreach Activities, and WASH components of the MNCH project in South Sudan including all aspects of the project’s lifecycle, such as planning, analysis, implementation, monitoring, assessment, reporting.
  • Coordinate with the MNCH project team in Warrap State on other components of the project that impact the MNC, CBHFA, and WASH activities, such as (but not limited to), ICCM.
  • In collaboration with the Health Delegate (iCCM) and South Sudan Red Cross (SSRC) HR department, develop a detailed plan and strategy for: the recruitment and training of Home Health Promoters (HHP), Community Health Workers (CHW), Red Cross Volunteers and Trainers; the supervision mechanism and composition of teams.
  • Coordinate the adaptation and or development of MNC, CBHFA, and WASH Information Education Communication materials (as the case may be) are appropriate to the context and literacy level of HHPs.
  • In collaboration with technical experts, ensure quality implementation of the MNC, CBHFA, Outreach Activities and WASH components.
  • Lead the development of a detailed supply/cold chain management plan for distributions of misoprostol, including quality assurance, maintenance plan.
  • Ensure effective coordination of MNC and WASH component of the program as well as its integration at the community level and support functional referral systems.
  • Represent CRCS at meetings and other technical forums and support the development of MNCH strategies as applicable.
  • Support positive relationships and communications internally and with stakeholders such as other non-governmental organizations (NGO), State Ministry of Health, and other Red Cross Movement partners.
  • Responsible for the overall technical aspect of the MNC and WASH components of the MNCH project and provide the required technical assistance to the team based on proven evidence and in consultation with the MNCH Project Manager and other SSRC health team members.

Planning, Monitoring, Evaluation and Reporting (PMER)

In collaboration with the Health Project Manager and stakeholders, support the PMER Delegate to develop the project monitoring, evaluation and reporting tools according to SSRC, CRC and MOH policies and guidelines and ensure the participation of all in reviews and evaluations:

  • Using established formats and schedules, and Results-Based Management (RBM) approaches monitor, report progress and developments of the MNC, CBHFA, Outreach Activities and WASH components.
  • Ensure that the program develops and applies strong data collection systems and support CRC/SSRCS to analyze and apply this information to program planning on a continuous basis.
  • Advise the Health Project Manager in the integration of the Red Cross MNC, CBHFA, Outreach Activities, and WASH tools into the MOH’s Boma Health Initiative (BHI).
  • Take a lead in effective monitoring, evaluation and potential research (including baseline & endline) activities related to MNC with the aim of improving quality and service provision.

Coordination

  • Coordinate and support the SSRC and State MOH in the implementation of the MNC, CBHFA, Outreach Activities, and WASH at the state and county level.
  • Work in collaboration with the SSRC team members and the State Ministry of Health (SMOH) at state and county level, and represent CRC and SSRC at meetings and other technical forums.
  • Work closely with CRCS health team in Warrap and Juba, the Health Project Manager, and the Health Technical Advisor.
  • Support positive relationships and communications with internal and external authorities as well as partners.
  • Undertake any activity deemed necessary by the supervisor as related to key, functional skills required for the position.

Capacity Building

  • Assess the capacity gaps within SSRC and relevant MOH personnel;
  • Design training plan for relevant staff;
  • Coordinate training for the staff on identified gaps;
  • Provide regular updates on the performance of specific staff (MNCH and WASH).

QUALIFICATIONS

The CRCS seeks international delegates who have demonstrated a commitment and dedication to the Fundamental Principles and work from these principles daily. The ideal candidate for this position will have extensive Project Management experience and skill, to contribute knowledge and capacity in project design, planning, implementation, monitoring, evaluation and reporting. This candidate will be able to build from previous experience working in difficult working conditions in humanitarian aid contexts.

Education and Experience

  • Undergraduate in Community Health or a Health related discipline.
  • Postgraduate degree in Public Health or a related field.
  • Demonstrated experience working in program management cycle activities, specifically planning, monitoring, and evaluation.
  • Minimum 3 years of experience in an international humanitarian organization, preferably in post-conflict or post-disaster.
  • Minimum of 2 years relevant working experience in the area of reproductive health, water and sanitation and health promotion.
  • Knowledge of requirements and obligations under DFATD funded project is an advantage.
  • Experience in managing, motivating, training and development of staff.
  • Knowledge of health systems strengthening in a developing country context.
  • Demonstrated expertise in community based approaches.

Skills and Abilities

  • Ability to represent the Canadian Red Cross and to engage and coordinate effectively with NS staff; IFRC, ICRC and PNSs in-country.
  • Demonstrated reporting skills, both narrative and financial.
  • Ability to coordinate with authorities and other NGO partners.
  • Demonstrated ability to work in an isolated environment - must be willing and able to work and live in isolated, difficult working conditions for at least 12 months.
  • Strong track record in fostering effective working relationships with health stakeholders at various levels.
  • Fluency in written and spoken English is mandatory
  • Team player with strong interpersonal, communication, documentation, presentation and facilitation skills.

****WORKING CONDITIONS****

This is an unaccompanied position based in Kuajok, Warrap State. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State.

CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees and volunteers under their supervision.
