JUSTIFICATION
Over the last two years, there has been significant investments in agencies, technology and coordination, however, as the national FTR network seeks to continue to scale up service delivery with an increasing focus on quality, additional, dedicated and intensive coaching and mentoring support is required. These consultancies are designe to support partners to invest greater time and resources in the important post-registration work – follow ups, family tracing and verification activities and post-reunification home visits, to increase reunification rates and improve the quality of care provided to children whilst tracing takes place.
MAIN DUTIES AND RESPONSIBILITIES
· Significantly strengthen technical capacity of at national partners providing FTR services in order to promote timely, quality service delivery, data entry, and inter-agency coordination for family tracing and reunification in Jonglei, Unity, or Upper Nile States
· Consultant will be based with the FTR agency, and will implement a phased-approach to capacity-building. During the first 2-4 weeks, this will be hands-on (jointly implementing), following which, investment will be made to facilitate improved leadership, management, and accountability structures and mechanisms within the agency to better manage FTR in the future
· In addition, deliver onsite, tailored, practical workshops, emphasizing child-friendly service delivery, FTR case management process and documentation, and potential means of obtaining child and parent feedback on quality of services
· Model and mentor effective FTR case management practices, including identification, registration, case management planning, arrangement of interim care for unaccompanied children, referrals for cases with serious protection concerns, monitoring visits, tracing, reunification, and proper documentation throughout the entire process
· Establish and/or improve systematic weekly FTR schedules per agency, including team meetings and debriefings, case assignment plans and targets, scheduled field visits out of base location, and time for data entry
· Meet one-on-one with team leaders/project officers on a weekly basis to review and assess progress against FTR targets, FTR understanding, and management skills
· Monitor quality of follow-up visits, family tracing, and data entry (both paper-based and online data entry) on a daily basis
· Document and address quality gaps in collaboration with the Child Protection FTR Specialist
· Coordinate with UNICEF CP and Save the Children in Juba to highlight challenges, data discrepancies, and potential solutions for partner-specific issues and general FTR process issues
DELIVERABLES:
- Proposed capacity building work plan for each agency, to be amended on a monthly basis and attached to monthly report
- Monthly progress reports, against agreed monthly work plans
- End of consultancy report

· Note that final payment to a consultant is dependent on the completion of all deliverables and approval by the Child Protection Specialist/Chief of Child Protection.
POLICY BOTH PARTIES SHOULD BE AWARE OF:
Ø No contract may commence unless the contract is signed by both UNICEF and each individual consultant.
Ø On arrival, the consultants will be required to undertake SSAFE (UN Security) training
Ø This consultant will require travel to conflict affected states
Ø Travel and daily subsistence allowance will be provided to cover the stay in South Sudan, in line with UNICEF Rules and Regulations.
Ø All consultants will be required to be in possession of a valid health insurance.
DUTY STATION:
This post is field-based in UNICEF or partner offices, with occasional travel to Juba.
SELECTION CRITERIA AND MINIMUM REQUIREMENTS
Qualifications
- Advanced degree in Social Work, Public Health, or relevant field
Experience, Skills and Knowledge
- Minimum of two years’ experience for NO-B/P-2 or minimum of 5 years experience for NO-C/P-3 in the development, implementation and monitoring of child protection programmes, including case management service delivery and family tracing
- Experience in working in emergency and post emergency situations, knowledge of emergency response
- Experience in building successful relationships with children, adolescents and other relevant partners.
- Experience in mentoring and strengthening capacity of local groups and organizations in child protection and FTR case management
- Prior training and direct programming experience in family tracing and reunification and the CPIMS would be highly desirable
- Specialist understanding of child protection in emergencies standards and guidelines, especially those related to UASC
- Ability to work in a remote, low-resource, and multi-cultural environments
The incumbent is expected to perform the above functions under very difficult working conditions, related to office accommodation, procedures, workload, mobility, and institutional and personal safety. There is limited access to health care and recreational facilities, and this is compounded by long working hours and potentially stressful conditions.
