COUNTRY PROGRAM OVERVIEW

Kissito Healthcare International (KHI) is a U.S. based not-for- profit non-governmental organization working in East Africa. KHI has been operational in Ethiopia, Uganda, Somalia and South Sudan in areas of Health Infrastructure Development, Health Systems Strengthening, Maternal Newborn and Child Health, Communicable Disease Prevention and Control and Emergency Nutrition. KHI serves the world’s most vulnerable people with low-cost, high-impact interventions. KHI commenced its operation in South Sudan in 2012 and has a geographic presence in the Greater Pibor Administration Area (GPAA). Currently, the organization is implementing Emergency Nutrition project in partnership with UNICEF and WFP; Rapid Result Health Project in partnership with IMA World Health. KHI is seeking PDME Manager for South Sudan Country Program.

PURPOSE OF THE JOB

The PDME Manager will support throughout start up and an evaluation process at the end of the program. S/he will support internal program planning and review processes to assess the success of the interventions, identify areas for improvement and document lessons learnt and good practice. She/he will provide M&E technical support to the Medical Coordinator, Health and Nutrition Managers. The position will play a critical role in increasing the capacity of staff to effectively monitor implementation as well as manage qualitative and quantitative data collection to monitor progress and evaluate impact. S/he will support the preparation of internal and donor reports and will be directly responsible for its finalization and quality assurance.

ROLE AND RESPONSIBILITIES

Need Assessment

  • Plan and organize need assessment in the area of operation as well as potential areas of expansion
  • Coordinate/ conduct baseline, mid-term and end line surveys

Program Design

  • Identify/determine the area of possible expansion in consultation with the Country Director
  • Prepare proposals for funding in collaboration with Health and Nutrition Manger, Medical coordinator

Monitoring and Evaluation system development and strengthening

  • Develop or review the M&E tools, systems and approaches in the country programs
  • Based on outcomes, guide and coordinate implementation of a robust M&E system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming
  • Roll out an agreed, comprehensive results framework with corresponding data collection and analysis tools aligned with agreed work plans, the log frame, and performance indicators
  • Lead trainings on M&E tools for national and international staff
  • Ensure that ethical and sound data collection and information management systems are in place and staff is trained on them in all locations.

Reporting and Compliance

  • Support program activity reporting and indicator tracking and analyze project reports and synthesize the monthly, quarterly, bi annual and annual/comprehensive reports ensuring that reports are results based
  • Ensure timely and high-quality reports on activities, indicators and achievements.
  • Support implementation and ensure adherence to monitoring and evaluation plans.
  • Support the development and design of new grants for follow up funding that respond to needs identified in all locations .

Program Review and Learning

  • Draw, document, disseminate and apply good practices and lessons learnt in the new and revised program planning.

Qualifications

  • Degree in Public Health or related fields preferably advanced degree

Skills & experience

  • Degree in public health or related discipline preferably advanced degree
  • Minimum of 4 years of program design, monitoring and evaluation experience, preferably within a humanitarian or post-conflict environment.
  • Good knowledge of project cycle management (PCM)
  • Proven experience of conducting Evaluation Research both qualitative and quantitative
  • Knowledge of SMART survey, SLEAC/SQUEAC is a plus
  • Experience with data management and statistical analysis packages like Epinfo, SPSS
  • A proven ability to work in a team, demonstrate leadership and professionalism through a style of mutual accountability.
  • Ability to live and work in a very remote environment
  • Strong interpersonal, intercultural and communication skills
