Purpose of the Position

PURPOSE The South Sudan Child Protection Sub-Cluster is planning to re-operationalize the response and situation monitoring mechanism which was introduced in 2016. The Child Protection Situation and Response Monitoring Toolkit was rolled out in South Sudan in July 2016, with nine implementing partners initiating the implementation simultaneously in ten counties across five states. However, the implementation of the toolkit was disturbed after July 2016 crisis situation in South Sudan. To revitalize the response and situation monitoring toolkit, it will be rolled out across all accessible part of the country that are also deemed as priority areas for humanitarian intervention in 2017.

The main objective of Response Monitoring is to collect and analyze data on a regular basis regarding coverage and quality of services provided to children affected by conflict in South Sudan. The information will be used by implementing agencies, donors and the child protection coordination group to improve the quality of CPiE response, modify priorities, strategies and program objectives if necessary. It can also provide info on emerging CP issues that may require new programming. The information will also be used for advocacy with donors, government and implementing agencies.

This work will require considerable field based mentoring and coaching; and intensive dedicated support to the CP Sub-Cluster. The child protection section and the CP Sub-Cluster do not currently have sufficient internal staffing to provide this level of support.

The Child Protection Monitoring Coordinator is expected to act as the main focal point within the Child Protection team to manage the South Sudan Child Protection Response and Situation Monitoring project implemented by child protection sub cluster (CPSC). This assignment is a joint effort of and jointly funded by Global CP AoR, UNICEF Regional Office for East and South Africa (ESARO) and UNICEF SSCO.

MAIN RESPONSIBILITIES AND TASKS

Support data collection and management

  • Apply the key recommendations outlined in Reflection Workshop Report. Consultant will receive technical support and guidance from Global CP AoR and UNICEF Regional Office
  • Support the Sub-Cluster Information Management Officer (IMO) in coordinating the Information Management Group under the national Child Protection Sub-Cluster
  • Provide training and onsite mentoring to the sub-cluster IMO and field teams that are involved in data collection for the situation and response monitoring framework;
  • Function as the main focal point for data management (including data entry, cleaning, and analysis)
  • In collaboration with State coordinators, support and consolidate State level data collection on a monthly basis, and/or as required
  • Reporting

  • Produce regular reports (monthly and quarterly), including analyses of each indicator, progress over time and make recommendations to the sub-cluster to priorities elements; and strengthen the overall roll out of the framework. Function as the focal point for interpretation of data
  • Produce information product for internal and external audiences while observing the confidentially of the raw data.
  • Work closely with the State Child Protection Working Groups in the implementation, data validation, and interpretation.
  • Ensure quality of data

  • Pay regular visits to the field to conduct spot checks as well as to provide on the job training to data collection teams. Field visits will be scheduled in collaboration with the CPSC and UNICEF and is expected to be at least 50 per cent of the consultant’s time.
  • Provide technical guidance to the members of the Child Protection Sub-Cluster in aligning their monitoring framework to the Sub-Cluster’s in particular the projects objectives and indicators.
  • Advocacy

  • Based on findings of the monitoring mechanism, support the CPSC coordination team in conducting evidence-based advocacy with donors and decisions makers
  • Proposed Outputs and Key deliverables

  • In consultation with the CPSC, initial work plan at the end of week one; to be amended if needed on a monthly basis and attached to monthly report
  • Updated Monitoring Toolkit protocol based on key recommendations outlined in Reflection Workshop Report.
  • Monitoring and evaluation plan for South Sudan SRM toolkit which will include 1) M&E framework, 2) data collection plan
  • Mid-course and end-course review / reflection with partners, and subsequent reports on the same.
  • Monthly analytical and interpretation report of the S&R data.
  • One ToT on the updated toolkit followed by on the job mentoring support visits for the SRM partners in the field (Link this with the training of partners)
  • Monthly progress reports with recommendations for future action, against agreed monthly work plans

    Conditions of the Consultancy

    The consultant will work in coordination with the Child Protection in Emergencies Specialist and the Child Protection Sub Cluster Coordinator in Juba.

    Timeframe

    Terms and timing for the consultancy includes 6 months’ time frame. Time frame for draft deliverables to be agreed with the Chief of Child Protection in Emergency Specialist and Sub Cluster team under the guidance of Chief of Child Protection section and Child Protection Sub Cluster Coordinator in Juba.

    GENERAL CONDITIONS:

  • Final payment to a consultant is dependent on the completion of all deliverables and approval by the Child Protection Specialist based on the certification/ recommendation of Child Protection Sub-Cluster Coordinator
  • All reports are be reviewed and endorsed by the CPSC Coordinator prior to submission to Field Operation section of UNICEF.
  • POLICY BOTH PARTIES SHOULD BE AWARE OF:

  • No contract may commence unless the contract is signed by both UNICEF and each individual consultant.
  • On arrival, the consultants will be required to undertake SSAFE (UN Security) training
  • This consultant will require travel to conflict affected states
  • Travel and daily subsistence allowance will be provided to cover the stay in South Sudan, in line with UNICEF Rules and Regulations.
  • All consultants will be required to be in possession of a valid health insurance.
  • DUTY STATION:

    This post is Juba-based, with at least 50% field missions.

    REPORTING

    The consultant will report to the Chief of Child Protection), with day to day support and oversight from the CP Sub-Cluster (CPSC) Coordinator. In particular, the CPSC Coordinator will support the consultant in implementing the agreed work plan. Both the CP Specialist and CPSC Coordinator will collaborate with the consultant to ensure quality deliverables within agreed time frame. And additional support from the Chief of Child Protection and the Chief of Field Operations will be available, where necessary. The consultant will also work closely with the CPSC Information Management Officer.

    SELECTION CRITERIA AND MINIMUM REQUIREMENTS

    Qualifications

  • Advanced degree in Social Work, Development, Social Sciences, Public Health, or relevant field
  • Experience, Skills and Knowledge

  • Minimum of three years’ experience in the development, implementation and monitoring of child protection programmes, including child protection in emergency settings
  • Experience in working in emergency and post emergency situations, knowledge of emergency response
  • Experience in building successful relationships with relevant partners.
  • Experience in mentoring, training and strengthening capacity of local groups and organizations in child protection in emergencies programme monitoring
  • Experience in data management and added advantage
  • Specialist understanding of child protection in emergencies standards and guidelines
  • Experience in the development and implementation of programme assessments and/or evaluations; and leading the drafting of final reports
  • Ability to work in a remote, low-resource, and multi-cultural environments
  • The incumbent is expected to perform the above functions under very difficult working conditions, related to office accommodation, procedures, workload, mobility, and institutional and personal safety. There is limited access to health care and recreational facilities, and this is compounded by long working hours and potentially stressful conditions.
