Thailand: Monitoring, evaluation, and learning advisor

Chemonics seeks a monitoring, evaluation, and learning advisor for the anticipated five-year, USAID Counter Trafficking in Persons project, part of a comprehensive effort by the U.S government to combat human trafficking in Asia. The project aims to reduce the vulnerability of at-risk individuals and groups to human trafficking, increase the quality and availability of support for trafficked persons, and improve access to justice for trafficked persons. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

​Responsibilities include:

  • Serve as the coordinator for all project monitoring and evaluation (M&E) activities and reporting
  • Lead the design and implementation of the project’s monitoring, evaluation, and learning plan
  • Oversee the project’s monitoring, evaluation, and learning component
  • Ensure correct data collection and evaluate program data and achievements in a timely manner
  • Analyze the collected M&E data and adjust and develop project activities based on results
  • Ensure that rigorous research is integrated throughout the project to identify and share outcomes and impact of activities

Qualifications:

  • Advanced degree in economics, business, international relations, social science, political science, or other related field
  • Minimum five years of relevant professional experience managing monitoring and evaluation in democracy, human rights, or governance programming
  • Minimum of five years of experience in working in Asia
  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities, such as gender-based violence, particularly in monitoring complex and hard-to-identify populations such as trafficked persons
  • Experience developing results frameworks, logical frameworks, or similar tools for project design
  • Experience developing and/or using monitoring, evaluation, and learning plans
  • Demonstrated knowledge of and experience in M&E programs, including indicator development, study design, and data analysis, with particular focus on democracy, governance, and human rights programs
  • Experience using knowledge management software or database
  • Demonstrated leadership, versatility, and integrity
